Thisbillmodifiesaprovisionoflawrelatingtocivilianreview
boards.Thisallowseachcity,county,andtheCityofSt.Louis
toestablish,asanalternativetoacivilianreviewboard,a
divisionofcivilianoversightoranyotherentitythatprovides
civilianrevieworoversightofpoliceagencies,ortousean
existingdivisionofcivilianoversightorothernamedentitythat
hasbeenappointedbythelocalgoverningbody.
Thepowerofthecivilianreviewboard,division,orotherentity
willbelimitedtoreceiving,investigating, makingfindingsupon,
andrecommendingdisciplinaryactionuponcomplaintsbymembersof
thepublicagainstlocallawenforcementofficers. Theboard,
divisionorotherentitywillsubmititsfindingsand
recommendations tothechieflawenforcementofficial.
