§483.083 – Salaries of Circuit Clerks
Officials from the Office of the State Courts Administrator did not respond to Oversight’s
request for fiscal impact for this proposal.
Oversight assumes the following increased costs for non-charter circuit clerk salaries in order to 
meet the provisions of this proposal:

OVERSIGHT 
ASSUMPTIONS: 
 - Legislation does not mention what charter counties salaries would be. 
Therefore, Oversight assumes those salaries remain the same as suggested in 
the FY25 OSCA Budget Book.
 - Oversight assumes the City of St. Louis Circuit Clerk salary will remain the 
same as the current budgeted salary is greater than what is suggested in the 
legislation under section 483.083.1(1).
 - Grand total amount will be greater than amount calculated since this is not 
taking into account any future salary adjustments under section 476.405.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
FISCAL DESCRIPTION
Currently, salaries for circuit clerks are established in statute and vary by county classification. 
As specified in this bill, the annual salaries of circuit clerks shall be equal to 65% of the annual 
salaries of associate circuit judges, as established in Section 476.405, RSMo.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space. L.R. No. 3347H.01I
