Thisbillallowsfortheclosureofcertainrecordsunderthe
Sunshinelaw.
Thisbillauthorizesapublicgovernmentalbodytocloserecords
thatcontainindividuallyidentifiableinformation,includingemail
addressesandtelephonenumbers,submittedtothebodyby
individualsorentitiesforthesolepurposeofreceiving
electronicorothercommunications, asspecifiedinthebill.
Thisbillalsoauthorizestheclosureofpublicrecordsthatmaybe
usedtoindividuallyidentifyaconstituentofthepublicbody.
Thebilldefinestheterm"constituent"toexcludealobbyistor
lobbyistprincipal,astatewideelectedofficial,oranelected
officialofapoliticalsubdivision,oranemployeeofsuchelected
official.
Thebillauthorizestheclosingofrecordsheldbypolitical
subdivisionscontainingindividuallyidentifiableinformationofa
minor,ortheminor'sparentorlegalguardian.
Further,anyrecordmaybeclosedthatisretainedintheofficeof
amemberoftheGeneralAssembly,oremployeesoftheGeneral
Assembly,thatcontaininformationregardingproposedlegislation
orthelegislativeprocess. Theseauthorizations tocloserecords
shallnotapplyiftherecordhasbeenofferedinapublicmeeting
ofeitherhouseoftheGeneralAssemblyoriftherecordwas
addressedto,orfrom,alobbyistorlobbyistprincipal.
