Oversight notes that the above mentioned agency has stated the proposal would not have a direct fiscal impact on their organization. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact on the fiscal note for DNR. Officials from the City of Kansas City assume this proposal could have a negative fiscal impact on Kansas City in an indeterminate amount if it increases the cost of operating or contracting for the operation of a solid waste disposal area because there is a failure to obtain approval from an adjoining municipality. Oversight assumes this proposal mandates DNR not to issue a permit for the operation of a solid waste disposal area if the respective county has not sought approval from an adjoining municipality for a site that is located within one mile of the adjoining municipality.
