ASSUMPTION
Officials from the Department of Natural Resources (DNR)
fiscal impact on their organization. 
Oversight notes that the Department of Natural Resources has stated the proposal would not 
have a direct fiscal impact on their organization.  Oversight does not have any information to the 
contrary.  Therefore, Oversight will reflect a zero impact on the fiscal note for DNR.
Officials from the City of Kansas City assume this proposal could have a negative fiscal impact 
on Kansas City in an indeterminate amount.
Oversight assumes this proposal mandates DNR not to issue a permit for the operation of a solid 
waste disposal area, solid waste processing facility, demolition landfill, or sanitary landfill if the 
respective county has not sought approval from an adjoining municipality for a site that is 
located within one mile of the adjoining municipality.  Oversight assumes there will be no direct 
fiscal impact to the City of Kansas City for the proposal.
