BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter1,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection1.810,toreadasfollows:
1.810.1.Thissectionshallbeknownandmaybecitedasthe"Missouri
2ReligiousFreedomProtectionAct".
3 2.Asusedinthissection,thefollowingtermsmean:
4 (1)"Placeofworship",abuildingorgroundswhereactivitiesofreligiousgroups
5areconducted;
6 (2)"Publicofficial",anyelectedorappointedofficer,employee,oragentofthe
7stateofMissourioranypoliticalsubdivision,board,commission,bureau,orother
8publicbodythereof.
9 3.Nopublicofficialshallissueanorderthathastheeffectoflimitingor
10prohibitingreligiousgroupsfromholdingreligiousservicesormeetings.
11 4.Nopublicofficialshallissueanorderthathastheeffectoflimitingor
12prohibitingplacesofworshipfromholdingreligiousservicesormeetings.
13 5.Theprovisionsofsubsections3and4ofthissectionshallnotapplytoreligious
14groupsusingplacesofworshiptointentionallycommitorplantocommitactsof
15violenceorharm.
16 6.Theprovisionsofsubsections3and4ofthissectionshallnotapplyto
17temporaryemergencyevacuationordersinvolvingimminentdangerfromflooding,
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18fires,tornadoes,earthquakes,terroristthreats,civilunrest,orhazardousmaterial
19incidents,thatapplygenerallytotheareawheretheplaceofworshiportheresidences
20ofitsmembersarelocated.Oncetheimminentdangerhaspassed,religiousservices
21shallbeallowedtoresume.
22 7.Theprovisionsofsubsections3and4ofthissectionshallnotbeinterpretedto
23excludeplacesofworshipfromcomplyingwithapplicablebuildingandfirecodes.
