ThisbillrequiresthePublicServiceCommissiontoadoptrulesno
laterthanJanuary1,2025,allowinggascorporationsto
voluntarilyinstitutearenewablenaturalgasprogram. Therules
mustbelimitedtoestablishingaprocessforgascorporationsto
submitfilingspursuanttotherenewablenaturalgasprogram. The
billalsorepealstheprovisiongivingtheCommissiongeneralrule-
makingauthorityrelatingtotherenewablenaturalgasprogram.
Afilingbyagascorporationmustincludeatimelineforthe
investmentandcompletionoftheproposedrenewablenaturalgas
infrastructure. TheCommissionmustissueadecisiononanyfiling
byagascorporationwithin90daysofsubmission.
ByJanuary1,2026,theDivisionofEnergywithintheDepartmentof
NaturalResourcesisrequiredtoprovideareportontherenewable
naturalgasprogramtothechairmanofthecommission,theSpeaker
oftheHouseofRepresentatives, thePresidentProTemofthe
Senate,andthechairsofcertainlegislativecommittees.
Theprovisionsofthisbillandanyruleenactedunderthisbill
expirenineyearsfromthedatetheCommissionpromulgatesrulesto
implementtherenewablenaturalgasprogram.
