ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
2317.
Thisbillrequiresthatsellersofusedmotorvehicleshavethe
vehicleinspectednomorethan60dayspriortothedateofsale,
andthesellermustprovidethepurchaserwithacertificateof
inspectionandapprovalatthepointofsale.Thepurchasermust
submitthiscertificatewhenregisteringthevehicle. The
inspectionrequirementwillnotapplyforthesaleofmotor
vehicleshavinglessthan36,000milesforthethree-yearperiod
followingthemodelyearofmanufactureofthevehiclewhen:
(1)Soldbyaprivateseller;or
(2)Soldbyalicensedneworusedmotorvehicledealer,provided
thatsuchdealerhassoldatleast200motorvehiclesinthe
previouscalendaryear.
Thebillalsoprovidesthatemissioninspectionswillnotbe
requiredforvehiclesthatareexemptedfromthesafetyinspection.
Thisbillspecifiesthatalicensedneworusedmotorvehicle
dealerwhoknowinglycompletesaninspectionwithincomplete
informationwillbesubjecttodisciplinaryaction,uptoand
includingsuspensionorrevocationoftheirdealer'slicense.

coulddotheirownVINinspectionandodometerreading.

Currently,Missouriansareexemptfromnewvehicleshavingto obtainabiannualsafetyinspection. Opponentssaytheywouldlike
toseesomeamendmentsthatthethresholdgoto150,000milesand
overfiveyears,evensevenyears.Suchanamendmentwouldbe
sensible. Missourianshavetotakeoffawholedayofworktogo
throughtheprocess,hurtingthestate’seconomy.Currentlythe
waittimesforDORontheeasternsideofthestatecanbeanywhere
fromonetofourhours.Itishardtogetanappointmentthat
accommodatesyou;mosttimesonSaturdaysaretakenmonthsin
advance.
