Thisbillmodifiestheprocessforobtainingastudentlicensefor
thepracticeofembalming. Asspecifiedinthisbill,anapplicant
mustsubmitanapplication;payallapplicationfess;andprovide
evidencethatheorsheisatleast18yearsold,possessesahigh
schooldiplomaortheequivalentthereof,andisenrolledinor
completedafuneralserviceeducationprogram. Uponapplication
approvalbytheStateBoardofEmbalmersandFuneralDirectorsa
studentlicenseemay,withsupervision,assistintheembalming
process.
Therequirementsforfulllicensureareoutlinedinthebilland
includethatthestudentlicenseehascompletedanapprenticeship
ofnolessthansixmonths,haspersonallyembalmedatleast25
deadhumanbodies,andhaspassedthespecifiedexams.As
specifiedinthisbill,astudentlicenseeshallhavefiveyearsto
completetherequirementsforfulllicensure.
Thisbillalsomodifiestheprocessforobtainingafuneral
directorlicense.
Anapplicantmayobtainaprovisionallicenseifheorshesubmits
anapplicationtotheStateBoardofEmbalmersandFuneral
Directors;paysthecurrentapplicationfees;andprovidesevidence
thatheorsheisatleast18yearsofageandwillworkasan
apprenticefuneraldirectorunderthepersonalsupervisionofa
licensedfuneraldirector. Anapplicantforaprovisionalfuneral
directorlicenseshallhave24monthstocompletetherequirements
forfulllicense.
Anapplicantmayobtainafulllicensetopracticeasafuneral
directorifheorshesubmitsanapplicationtotheStateBoardof
EmbalmersandFuneralDirectors;paysallapplicationfees;and
submitsevidencetoestablishtothesatisfactionoftheBoardthat
heorsheisatleast18,possessesahighschooldiplomaorthe
equivalentthereof,andhaspassedtheMissourilawexamination.
Theapplicantmustalsodooneofthefollowing:
(1)PasstheNationalBoardorStateBoardArtsexaminationand
successfullycompletedaprogramaccreditedbytheAmericanBoard
ofFuneralServiceEducationoranysuccessororganizationorany
otheraccreditingentityasapprovedbytheBoard;
(2)PassedtheNationalBoardorStateBoardArtsexaminationand
successfullycompletedacourseofstudyinfuneraldirecting
offeredbyaninstitutionaccreditedbyarecognizednational, regional,orstateaccreditingbodyandapprovedbytheStateBoard
ofEmbalmersandFuneralDirectors;
(3)PassedtheNationalBoardorStateBoardArtsexaminationand
successfullycompletedaqualifyingapprenticeship foratleast12
months,duringwhichtheapplicantconductedandarrangedatleast
10funerals;or
(4)Successfullycompletedaqualifyingapprenticeship forat
least12months,duringwhichtheapplicanthasconductedand
arrangedatleast25funerals.
LimitedlicensureforFuneralDirectorrequirementsarealso
specifiedinthebill,andpermitslicenseestoworkinfuneral
establishments licensedonlyforcremation,including
transportation ofdeadhumanbodies.
