ThisbillchangesthewayinwhichmembersoftheStateHighways
andTransportation Commissionareselected.
BeginningDecember1,2026,thenumberofmembersoftheCommission
maybechanged,buttherecannotbemorethanonememberfromeach
Congressionaldistrictatthesametime.
Ifcongressionalreapportionment resultsinthelossofadistrict,
themostseniormemberoftheCommissionwillservetheremainder
ofthemember'sterm,andthenthatseatwillnolongerexist.If
congressionalreapportionment increasesthenumberofdistricts,
thenumberofmembersontheCommissionwillbeincreasedbylawto
matchthenumberofdistricts.
MembersoftheCommissionwillbeappointedbytheGovernor,with
notmorethanhalfofthemembersofthesamepoliticalparty.
Nomembercanbeappointedtoreplaceamemberfromthesame
Congressionaldistrict,excepttofillanunexpiredterm.No
membercanbeappointedfromaCongressionaldistrictuntileach
districthasbeenrepresentedbyamemberatleastonce.Uponthe
expirationofamember'sterm,amemberappointedbytheGovernor
tobeginanewtermshallresideinaCongressionaldistrictthat
isdifferentfromthecongressionaldistrictsinwhichtheother
membersresideandisdifferentfromtheCongressionaldistrictin
whichthememberpreviouslyfillingtheofficeresided.
