No. 5340H.02C Bill No. HCS for HB 2568 Page 3 of March 13, 2024 KB:LR:OD FISCAL ANALYSIS ASSUMPTION Officials from the Missouri Department of Transportation (MoDOT), the Missouri Senate and Office of the Governor each assume the proposal will have no fiscal impact on their respective organizations. Oversight does not have any information to the contrary. Therefore, Oversight will reflect a zero impact in the fiscal note for these agencies. Upon further inquiry, MoDOT notes in response to HJR 109 from 2024, $300,000 was budgeted in FY 2023 for six commissioners. This proposal maintains six commissioners until December 1, 2026, at which time the number of members may be changed; however, there can never be more than one commissioner per congressional district (8). Therefore, Oversight will range the fiscal impact from $0 (no new commissioners) to “Less than $100,000” ($300,000 / 6 x 2) cost to the State Road Fund for the potential addition of two commissioners starting in FY 2027.
