ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
2599.
Currently,anypersonwhosuppliesintoxicatingliquortoaminor
ortoanypersonintoxicatedorappearingtobeinastateof
intoxicationshallbeguiltyofamisdemeanor. Itshallbea
defensetoprosecutionunderthisoffenseif:thepurchaserofthe
intoxicatingliquorexhibitedtothedefendantaformof
identification listedinthebill.
Currently,anindividualwhowantstopurchasealcoholfroma
licenseemustpresentaformofidentification aslistedinthe
bill.Thebillallowsforasecureidentityverificationsystem
thatutilizesanelectronicscanmechanismtobeusedin
determiningwhetherthepurchaseris21yearsofageorolder.
Noretailersarerequiredtouseasecureidentityverification
systemandallretailersmustacceptvalidgovernment
identification forageverificationpurposes.
Thebillalsospecifiesthatanyinformationobtainedandstoredby
asecureidentityverificationsystemmaynotbesoldwithout
consent. Anindividualmayrequesttooptoutorrevokeconsent
forthecontinuedstorageofhisorherprofileandrequest
deletionfromtheprovider'sdatabase.
Thebillalsorequiresanybusinessthatofferstheoptiontomake
paymentsthroughasecureidentityverificationsystemmustalso
acceptanalternativemethodofpayment.

systemsmakeidentification verificationmoreefficient. Some
entertainmentvenuesandstores,includingsportsstadiumsand
WholeFoods,inotherstatesareusingthistechnologyanditmakes

OPPONENTS: Thosewhoopposethebillexpressedconcernthatifthe
technologyauthorizedinthisbillbecomesprevalentintheState,
