Provides that a person may be charged with promoting a suicide attempt or voluntary manslaughter if such person is convicted of abusing certain persons and such conduct significantly contributed to the suicide or suicide attempt
Modifies the offense of abuse of an elderly person, a person with a disability, or a vulnerable person
Tasks the Missouri Veterans Commission with expanding its efforts to prevent veteran suicide
Reduces the assessment percentage of certain personal property and provides a personal property tax exemption for certain personal property upon adoption of a constitutional amendment authorizing such exemption

Reduces the assessment percentage of certain personal property and all other tangible personal property tax over 12 years
Allows certain persons or agencies to request an audit if there is an investigation of an offense of theft or fraud by a public servant or an offense of official misconduct
Provides a sales tax exemption for certain used tangible personal property
