Eachelectionjudgeshallbeapersonofgoodreputeand 15characterwhocanspeak,read,andwritetheEnglishlanguage.Nopersonshallserveasan 16electionjudgeatanypollingplaceinwhichhisorhernameorthenameofarelativewithin 17theseconddegree,byconsanguinityoraffinity,appearsontheballot.However,norelativeof 18anyunopposedcandidateshallbedisqualifiedfromservingasanelectionjudgeinany 19electionjurisdictionofthestate.Noelectionjudgeshall,duringhisorhertermofoffice,hold 20anyotherelectivepublicoffice,otherthanasamemberofapoliticalpartycommitteeor 21townshipoffice,exceptanypersonwhoiselectedtoaboardorcommissionofapolitical 22subdivisionorspecialdistrictmayserveasanelectionjudgeexceptatapollingplacewhere 23suchpoliticalsubdivisionorspecialdistricthasanissueorcandidateontheballot.Inany 24countyhavingapopulationoflessthantwohundredfiftythousandinhabitants,anycandidate 25forthecountycommitteeofapoliticalpartywhoisnotacandidateforanyotherofficeand 26whoisunopposedforelectionasamemberofthecommitteeshallnotbedisqualifiedfrom 27servingasanelectionjudge. 143.174.ForalltaxyearsbeginningonorafterJanuary1,2016,forpurposesof 2calculatingtheMissouritaxableincomeasrequiredundersection143.011,onehundred 3percentoftheincomereceivedbyanypersonassalaryorcompensationinanyformasa 4memberoftheactivedutycomponentoftheArmedForcesoftheUnitedStates,andtothe 5extentthatsuchincomeisincludedinthefederaladjustedgrossincome,maybededucted 6fromthetaxpayer'sMissouriadjustedgrossincometodeterminesuchtaxpayer'sMissouri 7taxableincome.Ifsuchpersonfilesacombinedreturnwithaspouse,anymilitaryincome 8receivedwhileengagingintheperformanceofactivedutymaybedeductedfromtheir 9Missouricombinedadjustedgrossincome.Forthepurposesofthissection,"salaryor 10compensation"shallincludeanysigningbonus. 143.175.1.ForalltaxyearsbeginningonorafterJanuary1,2020,forpurposesof 2calculatingtheMissouritaxableincomeasrequiredundersection143.011,apercentageof 3theincomereceivedbyanypersonassalaryorcompensation: 4 (1)Inperformanceofinactivedutyfortraining(IDT)oftheNationalGuardorannual 5trainingstatus(AT)oftheNationalGuard;[or] 6 (2)InreservecomponentsoftheArmedForcesoftheUnitedStates;or HCSSSSCSSB912 4 7 (3)ForalltaxyearsbeginningonorafterJanuary1,2025,intheformofa 8bonusfromtheNationalGuardorareservecomponentoftheUnitedStatesArmed 9Forcesforjoining,reenlisting,orforanyotherreason; 10 11andtotheextentthatsuchincomeisincludedinthefederaladjustedgrossincome,maybe 12deductedfromthetaxpayer'sMissouriadjustedgrossincometodeterminesuchtaxpayer's 13Missouritaxableincome.Ifsuchpersonfilesacombinedreturnwithaspouse,apercentage 14ofanymilitaryincomereceivedwhileengagingintheperformanceofNationalGuardor 15reservemilitarydutymaybedeductedfromtheirMissouricombinedadjustedgrossincome. 16Suchmilitaryincomeshallbedeductedasfollows: 17 (a)ForthetaxyearbeginningonorafterJanuary1,2020,twentypercentofsuch 18militaryincome; 19 (b)ForthetaxyearbeginningonorafterJanuary1,2021,fortypercentofsuch 20militaryincome; 21 (c)ForthetaxyearbeginningonorafterJanuary1,2022,sixtypercentofsuch 22income; 23 (d)ForthetaxyearbeginningonorafterJanuary1,2023,eightypercentofsuch 24income; 25 (e)ForalltaxyearsbeginningonJanuary1,2024,andthereafter,onehundred 26percentofsuchincome. 27 2.Notwithstandingtheprovisionsofthissectionoranyotherprovisionoflawtothe 28contrary,thedeductionauthorizedbythissectionshallnotapplytocompensationreceived 29whileengagingincivilianfederalservice,includingcivilservicepositionsrequiringthe 30wearingofmilitaryuniformandmilitaryaffiliation. 173.239.1.AnymemberoftheMissouriNationalGuardwhopossessesthe 2qualificationssetforthinthissectionmay,whileheorsheisamemberoftheMissouri 3NationalGuard,beawarded[an]educationalassistanceintheformof: 4 (1)Atuitionandfeewaiverforundergraduatecoursesatapostsecondary 5institutionofhighereducationlocatedinthisstatethatdirectlyreceivesfunds 6appropriatedbythegeneralassembly.Thistuitionandfeewaivershallnotbe 7implementedpriortothe2025-26academicyear.Thetuitionandfeewaivershallbe 8onlyfortuitionandfeesthatremainaftertheapplicationofallpaymentsfromatuition 9assistanceprogramoftheNationalGuard,Army,orAirForce;additionalfederal 10militarytuitionassistance;GIBilleducationalentitlements;awardedexternal 11scholarships;andfederalfinancialgrants,includingthePellgrant,thatareavailable 12tothememberinthecurrentsemester.Forpurposesofthissection,"fee"or"fees" HCSSSSCSSB912 5 13meananymandatoryfeeschargedbyaninstitutiontoallfull-timestudentsasa 14conditionofenrollment;or 15 (2)Agranttoan[approvedpublicinstitutionoranapprovedprivate] eligible 16institution[, asthosetermsaredefinedineithersection173.205orsection173.778,] ofhisor 17herchoice[whileheorsheisamemberoftheMissouriNationalGuard.Fundingfor 18educationalassistancepursuanttothissectionmayberequestedannuallyinthebudgetofthe 19MissouriNationalGuard.Educationalassistanceprovidedpursuanttothissectionshallnot 20exceedfundsappropriatedforthatpurpose]. 61physician'sstatementsothatdisabledplatesoradisabledwindshieldplacardmaybeobtained HCSSSSCSSB912 9 62shallmaintaininsuchdisabledperson'smedicalchartdocumentationthatsuchacertificate 63hasbeenissued,thedatethestatementwassigned,thediagnosisorconditionwhichexisted 64thatqualifiedthepersonasdisabledpursuanttothissectionandshallcontainsufficient 65documentationsoastoobjectivelyconfirmthatsuchconditionexists. 66 6.Themedicalorotherrecordsofthephysicianorotherauthorizedhealthcare 67practitionerwhoissuedaphysician'sstatementshallbeopentoinspectionandreviewbysuch 68practitioner'slicensingboard,inordertoverifycompliancewiththissection.Information 69containedwithinsuchrecordsshallbeconfidentialunlessrequiredforprosecution, 70disciplinarypurposes,orotherwiserequiredtobedisclosedbylaw. 71 7.OwnersofmotorvehicleswhoareresidentsofthestateofMissouri,andwhoare 72physicallydisabled,ownersofmotorvehiclesoperatedatleastfiftypercentofthetimebya 73physicallydisabledperson,orownersofmotorvehiclesusedtoprimarilytransportphysically 74disabledmembersoftheowner'shouseholdmayobtaindisabledpersonlicenseplates.Such 75owners,uponapplication[,] tothedirectoraccompaniedbythedocumentsandfeesprovided 76forinthissection,acurrentphysician'sstatementwhichhasbeenissuedwithinninetydays 77proceedingthedatetheapplicationismade, andproofofcompliancewiththestatemotor 78vehiclelawsrelatingtoregistrationandlicensingofmotorvehicles,shallbeissuedmotor 79vehiclelicenseplatesforvehicles,otherthancommercialvehicleswithagrossweightin 80excessoftwenty-fourthousandpounds,uponwhichshallbeinscribedtheinternational 81wheelchairaccessibilitysymbolandtheword"DISABLED"inadditiontoacombinationof 82lettersandnumbers.Suchlicenseplatesshallbemadewithfullyreflectivematerialwitha 83commoncolorschemeanddesign,shallbeclearlyvisibleatnight,andshallbeaesthetically 84attractive,asprescribedbysection301.130.Ifatanytimeanindividualwhoobtained 85disabledlicenseplatesissuedunderthissubsectionnolongeroccupiesaresidencewitha 86physicallydisabledperson,ornolongerownsavehiclethatisoperatedatleastfiftypercent 87ofthetimebyaphysicallydisabledperson,suchindividualshallsurrenderthedisabled 88licenseplatestothedepartmentwithinthirtydaysofbecomingineligiblefortheiruse. 89 8.Thedirectorshallfurtherissue,uponrequest,tosuchapplicantone,andforgood 90causeshown,asthedirectormaydefinebyruleandregulations,notmorethantwo, 91removabledisabledwindshieldhangingplacardsforusewhenthedisabledpersonis 92occupyingavehicleorwhenavehiclenotbearingthepermanenthandicapplateisbeingused 93topickup,deliver,orcollectthephysicallydisabledpersonissuedthedisabledmotorvehicle 94licenseplateordisabledwindshieldhangingplacard. 95 9.Noadditionalfeeshallbepaidtothedirectorfortheissuanceofthespeciallicense 96platesprovidedinthissection,exceptforspecialpersonalizedlicenseplatesandotherlicense 97platesdescribedinthissubsection.Priorityforanyspecificsetofspeciallicenseplatesshall 98begiventotheapplicantwhoreceivedthenumberintheimmediatelyprecedinglicense HCSSSSCSSB912 10 99periodsubjecttotheapplicant'scompliancewiththeprovisionsofthissectionandany 100applicablerulesorregulationsissuedbythedirector.Ifdeterminedfeasiblebytheadvisory 101committeeestablishedinsection301.129,anyspeciallicenseplateissuedpursuanttothis 102sectionmaybeadaptedtoalsoincludetheinternationalwheelchairaccessibilitysymboland 103theword"DISABLED"asprescribedinthissectionandsuchplatemaybeissuedtoany 10.Anyphysicallydisabledperson,ortheparentorguardianofanysuchperson,or 107anynot-for-profitgroup,organization,orotherentitywhichtransportsmorethanone 108physicallydisabledperson,mayapplytothedirectorofrevenueforaremovablewindshield 109placard.Theplacardmaybeusedinmotorvehicleswhichdonotbearthepermanent 110handicapsymbolonthelicenseplate.Suchplacardsmustbehungfromthefront,middle 111rearviewmirrorofaparkedmotorvehicleandmaynotbehungfromthemirrorduring 112operation.Theseplacardsmayonlybeusedduringtheperiodoftimewhenthevehicleis 113beingusedbyadisabledperson,orwhenthevehicleisbeingusedtopickup,deliver,or 114collectadisabledperson,andshallbesurrenderedtothedepartment,withinthirtydays,ifa 115group,organization,orentitythatobtainedtheremovablewindshieldplacardduetothe 116transportationofmorethanonephysicallydisabledpersonnolongertransportsmorethanone 117disabledperson.Whenthereisnorearviewmirror,theplacardshallbedisplayedonthe 118dashboardonthedriver'sside. 119 11.Theremovablewindshieldplacardshallconformtothespecifications,inrespect 120tosize,color,andcontent,assetforthinfederalregulationspublishedbytheDepartmentof 121Transportation.Theremovablewindshieldplacardshallberenewedeveryfouryears.The 122directormaystaggertheexpirationdatestoequalizeworkload.Onlyoneremovableplacard 123maybeissuedtoanapplicantwhohasbeenissueddisabledpersonlicenseplates.Upon 124request,oneadditionalwindshieldplacardmaybeissuedtoanapplicantwhohasnotbeen 125issueddisabledpersonlicenseplates. 126 12.Atemporarywindshieldplacardshallbeissuedtoanyphysicallydisabledperson, 127ortheparentorguardianofanysuchpersonwhootherwisequalifiesexceptthatthephysical 128disability,intheopinionofthephysician,isnotexpectedtoexceedaperiodofonehundred 129eightydays.Thetemporarywindshieldplacardshallconformtothespecifications,inrespect 130tosize,color,andcontent,assetforthinfederalregulationspublishedbytheDepartmentof 131Transportation.Thefeeforthetemporarywindshieldplacardshallbetwodollars.Upon 132request,andforgoodcauseshown,oneadditionaltemporarywindshieldplacardmaybe 133issuedtoanapplicant.Temporarywindshieldplacardsshallbeissueduponpresentationof 134thephysician'sstatementprovidedbythissectionandshallbedisplayedinthesamemanner 135asremovablewindshieldplacards.Apersonorentityshallbequalifiedtopossessand HCSSSSCSSB912 11 136displayatemporaryremovablewindshieldplacardforsixmonthsandtheplacardmaybe 137renewedonceforanadditionalsixmonthsifaphysician'sstatementpursuanttothissectionis 138suppliedtothedirectorofrevenueatthetimeofrenewal. 139 13.[Applicationforlicenseplatesorwindshieldplacardsissuedpursuanttothis 140sectionshallbemadetothedirectorofrevenueandshallbeaccompaniedbyastatement 141signedbyalicensedphysicianorotherauthorizedhealthcarepractitionerwhichcertifiesthat 142theapplicant,user,ormemberoftheapplicant'shouseholdisaphysicallydisabledpersonas 143definedbythissection. 144 14.The]Awindshieldplacardshallberenewableonlybythepersonorentityto 145whichtheplacardwasoriginallyissued.Anyplacardissuedpursuanttothissectionshall 146onlybeusedwhenthephysicallydisabledoccupantforwhomthedisabledplateorplacard 147wasissuedisinthemotorvehicleatthetimeofparkingorwhenaphysicallydisabledperson 148isbeingdeliveredorcollected.Adisabledlicenseplateand/oraremovablewindshield 149hangingplacardarenottransferableandmaynotbeusedbyanyotherpersonwhether 150disabledornot. 151 [15.]14.Atthetimethedisabledplatesorwindshieldhangingplacardsareissued, 152thedirectorshallissuearegistrationcertificatewhichshallincludetheapplicant'sname, 153address,andotheridentifyinginformationasprescribedbythedirector,orifissuedtoan 154agency,suchagency'snameandaddress.Thiscertificateshallfurthercontainthedisabled 155licenseplatenumberor,forwindshieldhangingplacards,theregistrationoridentifying 156numberstampedontheplacard.Thevalidatedregistrationreceiptgiventotheapplicantshall 157serveastheregistrationcertificate. 158 [16.]15.Thedirectorshall,uponissuinganydisabledregistrationcertificatefor 159licenseplatesand/orwindshieldhangingplacards,provideinformationwhichexplainsthat 160suchplatesorwindshieldhangingplacardsarenontransferable,andtherestrictions 161explainingwhoandwhenapersonorvehiclewhichbearsorhasthedisabledplatesor 162windshieldhangingplacardsmaybeusedorbeparkedinadisabledreservedparkingspace, 163andthepenaltiesprescribedforviolationsoftheprovisionsofthisact. 164 [17.]16.(1)Exceptasotherwiseprovidedinthissubsection,every[new] 165applicantforissuanceofadisabledlicenseplateorplacardshallberequiredtopresentanew 166physician'sstatementdatednomorethanninetydayspriortosuchapplication[. Renewal 167applicantswillberequiredtosubmitaphysician'sstatementdatednomorethanninetydays 168priortosuchapplicationupontheirfirstrenewaloccurringonorafterAugust1,2005.Upon 169completingsubsequent], andforrenewalapplications[,] aphysician'sstatementdatedno 170morethanninetydayspriortosuchapplicationshallberequiredeveryeighthyear.[Such 171physician'sstatementshallstatetheexpirationdateforthetemporarywindshieldplacard.If 172thephysicianfailstorecordanexpirationdateonthephysician'sstatement,thedirectorshall HCSSSSCSSB912 12 173issuethetemporarywindshieldplacardforaperiodofthirtydays.Thedirectormaystagger 174therequirementofaphysician'sstatementonallrenewalsfortheinitialimplementationofan 175eight-yearperiod.] 176 (2)Notwithstandinganyprovisionoflawtothecontrary,iftheapplicanthas 177presentedproofofdisabilityintheformofastatementfromtheUnitedStates 178DepartmentofVeteransAffairsverifyingthatthepersonispermanentlydisabled,the 179applicantshallnotberequiredtoprovideaphysician'sstatementforthepurposeof 180issuanceorrenewalofdisabledpersonlicenseplatesorwindshieldplacards. 181 (3)Notwithstandingtheprovisionsofparagraph(f)ofsubdivision(4)of 182subsection1ofthissection,anypersonseventy-fiveyearsofageorolderwhoprovideda 183physician'sstatementwiththeoriginalapplicationshallnotberequiredtoprovidea 184physician'sstatementforthepurposeofrenewalofdisabledpersonlicenseplatesor 185windshieldplacards. 186 [18.]17.Thedirectorofrevenueuponreceivingaphysician'sstatementpursuantto 187thissubsectionshallcheckwiththestateboardofregistrationforthehealingartscreatedin 188section334.120,ortheMissouristateboardofnursingestablishedinsection335.021,with 189respecttophysician'sstatementssignedbyadvancedpracticeregisterednurses,orthe 190Missouristateboardofchiropracticexaminersestablishedinsection331.090,withrespectto 191physician'sstatementssignedbylicensedchiropractors,orwiththeboardofoptometry 192establishedinsection336.130,withrespecttophysician'sstatementssignedbylicensed 193optometrists,orthestateboardofpodiatricmedicinecreatedinsection330.100,withrespect 194tophysician'sstatementssignedbyphysiciansofthefootorpodiatriststodeterminewhether 195thephysicianisdulylicensedandregisteredpursuanttolaw.[Ifsuchapplicantobtaininga 196disabledlicenseplateorplacardpresentsproofofdisabilityintheformofastatementfrom 197theUnitedStatesVeterans'Administrationverifyingthatthepersonispermanentlydisabled, 198theapplicantshallbeexemptfromtheeight-yearcertificationrequirementofthissubsection 199forrenewaloftheplateorplacard.Initialapplicationsshallbeaccompaniedbythe 200physician'sstatementrequiredbythissection.Notwithstandingtheprovisionsofparagraph 201(f)ofsubdivision(4)ofsubsection1ofthissection,anypersonseventy-fiveyearsofageor 202olderwhoprovidedthephysician'sstatementwiththeoriginalapplicationshallnotbe 203requiredtoprovideaphysician'sstatementforthepurposeofrenewalofdisabledpersons 204licenseplatesorwindshieldplacards. 205 19.]18.Theboardsshallcooperatewiththedirectorandshallsupplyinformation 206requestedpursuanttothissubsection.Thedirectorshall,incooperationwiththeboards 207whichshallassistthedirector,establishalistofallMissouriphysiciansandotherauthorized 208healthcarepractitionersandofanyotherinformationnecessarytoadministerthissection. HCSSSSCSSB912 13 209 [20.]19.Wheretheowner'sapplicationisbasedonthefactthatthevehicleisusedat 210leastfiftypercentofthetimebyaphysicallydisabledperson,theapplicantshallsubmita 211statementstatingthisfact,inadditiontothephysician'sstatement.Thestatementshallbe 212signedbyboththeownerofthevehicleandthephysicallydisabledperson.Theapplicant 213shallberequiredtosubmitthisstatementwitheachapplicationforlicenseplates.Noperson 214shallwillinglyorknowinglysubmitafalsestatementandanysuchfalsestatementshallbe 215consideredperjuryandmaybepunishablepursuanttosection301.420. 216 [21.]20.Thedirectorofrevenueshallretainallphysicians'statementsandallother 217documentsreceivedinconnectionwithaperson'sapplicationfordisabledlicenseplatesand/ 218ordisabledwindshieldplacards. 219 [22.]21.Thedirectorofrevenueshallenterintoreciprocityagreementswithother 220statesorthefederalgovernmentforthepurposeofrecognizingdisabledpersonlicenseplates 221orwindshieldplacardsissuedtophysicallydisabledpersons. 222 [23.]22.Whenapersontowhomdisabledpersonlicenseplatesoraremovableor 223temporarywindshieldplacardorbothhavebeenissueddies,thepersonalrepresentativeofthe 224decedentorsuchotherpersonwhomaycomeintoorotherwisetakepossessionofthe 225disabledlicenseplatesordisabledwindshieldplacardshallreturnthesametothedirectorof 226revenueunderpenaltyoflaw.Failuretoreturnsuchplatesorplacardsshallconstituteaclass 227Bmisdemeanor. 228 [24.]23.Thedirectorofrevenuemayorderanypersonissueddisabledpersonlicense 229platesorwindshieldplacardstosubmittoanexaminationbyachiropractor,osteopath,or 230physician,ortosuchotherinvestigationaswilldeterminewhethersuchpersonqualifiesfor 231thespecialplatesorplacards. 232 [25.]24.Ifsuchpersonrefusestosubmitorisfoundtonolongerqualifyforspecial 233platesorplacardsprovidedforinthissection,thedirectorofrevenueshallcollectthespecial 234platesorplacards,andshallfurnishlicenseplatestoreplacetheonescollectedasprovidedby 235thischapter. 236 [26.]25.Intheeventaremovableortemporarywindshieldplacardislost,stolen,or 237mutilated,thelawfulholderthereofshall,withinfivedays,filewiththedirectorofrevenuean 238applicationandanaffidavitstatingsuchfact,inordertopurchaseanewplacard.Thefeefor 239thereplacementwindshieldplacardshallbefourdollars. 240 [27.]26.Fraudulentapplication,renewal,issuance,procurementoruseofdisabled 241personlicenseplatesorwindshieldplacardsshallbeaclassAmisdemeanor.ItisaclassB 242misdemeanorforaphysician,chiropractor,podiatristoroptometristtocertifythatan 243individualorfamilymemberisqualifiedforalicenseplateorwindshieldplacardbasedona 244disability,thediagnosisofwhichisoutsidetheirscopeofpracticeorifthereisnobasisfor 245thediagnosis. HCSSSSCSSB912 14 301.3030.1.Notwithstandinganyprovisionoflawtothecontrary,nospecial 2licenseplatesinvolvingmilitaryactionsorpersonnelshallrequireaspecialfeefor 3issuanceorpersonalizationofonesetofsuchplatesissuedtoeachqualifiedapplicant. 4Additionalsetsofspeciallicenseplatesissuedtothequalifiedapplicantmaybesubject 5tofeesforspeciallicenseplateissuanceorpersonalizationasotherwiserequiredbylaw. 6 2.Anyspeciallicenseplatesinvolvingmilitaryactionsorpersonnelthatare 7authorizedafterAugust28,2006,shallnotlimitthenumberoflicenseplatesanyperson 8qualifiedforsuchspeciallicenseplatemayobtainsolongaseachsetoflicenseplatesissued 9isissuedforvehiclesownedsolelyorjointlybythequalifiedapplicant. 301.3061.1.AnypersoneligibleformembershipintheDisabledAmericanVeterans 2andwhopossessesavalidmembershipcardissuedbytheDisabledAmericanVeteransmay 3applyforMissouriDisabledAmericanVeteranslicenseplatesforanymotorvehiclethe 4personowns,eithersolelyorjointly,otherthananapportionedmotorvehicleoracommercial 5motorvehiclelicensedinexcessoftwenty-fourthousandpoundsgrossweight.TheMissouri 6DisabledAmericanVeteransherebyauthorizestheuseofitsofficialemblemtobeaffixedon 7multiyearpersonalizedlicenseplatesasprovidedinthissection. 8 2.Uponpresentationofacurrentphotoidentification,theperson'svalidmembership 9cardissuedbytheDisabledAmericanVeterans,andpaymentofafifteendollarfeein 10additiontotheregularregistrationfeesandpresentationofotherdocumentswhichmaybe 11requiredbylaw,thedepartmentofrevenueshallissueapersonalizedlicenseplatetothe 12vehicleowner,whichshallbeartheemblemoftheDisabledAmericanVeterans 13organization, [anemblemconsistingexclusivelyofaredletter"D",followedbyawhite 14letter"A"andablueletter"V"inmodifiedblockletters,witheachletterhavingablack 15shadededging,andshallengravethewords"WARTIMEDISABLED"inredletterscentered] 16andshallhaveanauthorizedDisabledAmericanVeterans'slogannearthebottomofthe 17plate.Suchlicenseplatesshallbemadewithfullyreflectivematerialwithacommoncolor 18schemeanddesign,shallbeclearlyvisibleatnight,andshallbeaestheticallyattractive,as 19prescribedbysection301.130.Afeefortheissuanceofpersonalizedlicenseplatesissued 20undersection301.144shallnotberequiredforplatesissuedunderthissection. 21 3.AnypersonwhoappliesforaDisabledAmericanVeteranslicenseplateunderthis 22sectiontobeusedonavehiclecommonlyknownandreferredtoasapickuptruckmaybe 23issuedaDisabledAmericanVeteranslicenseplatewiththedesignation"beyondlocal" 24indicatedintheupperrightcorneroftheplate. 25 4.Thereshallbenolimitonthenumberoflicenseplatesanypersonqualifiedunder 26thissectionmayobtainsolongaseachsetoflicenseplatesissuedunderthissectionisissued 27forvehiclesownedsolelyorjointlybysuchperson.Licenseplatesissuedunderthissection 28shallnotbetransferabletoanyotherpersonexceptthatanyregisteredco-ownerofthemotor HCSSSSCSSB912 15 29vehiclemayoperatethemotorvehicleforthedurationoftheyearlicensedintheeventofthe 30deathofthequalifiedperson. 31 5.Thedirectorshallpromulgaterulestoimplementtheprovisionsofthissection. 32Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatiscreatedunder 33theauthoritydelegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandis 34subjecttoalloftheprovisionsofchapter536and,ifapplicable,section536.028.Thissection 35andchapter536arenonseverableandifanyofthepowersvestedwiththegeneralassembly 36pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannula 37rulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthorityandany 3motorvehiclelicenseplatesforanymotorvehiclesuchpersonowns,eithersolelyor 4jointly,otherthananapportionedmotorvehicleoracommercialmotorvehiclelicensed 5inexcessoftwenty-fourthousandpoundsgrossweight. 6 2.AnysuchpersonshallmakeapplicationfortheArmyofOccupationMedal 7licenseplatesonaformprovidedbythedirectorofrevenueandshallfurnishsuchproof 8asarecipientoftheArmyofOccupationMedalasthedirectormayrequire.The 9directorshallthenissuelicenseplatesbearinglettersornumbersoracombination 10thereofasdeterminedbythedirectorwiththewords"ARMYOFOCCUPATION 11MEDAL"inplaceofthewords"SHOW-MESTATE".Suchlicenseplatesshallbe 12madewithfullyreflectivematerialwithacommoncolorschemeanddesign,shallbe 13clearlyvisibleatnight,andshallbeaestheticallyattractive,asprescribedbysection 14301.130.SuchplatesshallalsobearanimageoftheArmyofOccupationMedal. 15 3.Thereshallbeafifteendollarfeeinadditiontotheregularregistrationfees 16chargedforeachsetofArmyofOccupationMedallicenseplatesissuedpursuanttothis 17section.Afeefortheissuanceofpersonalizedlicenseplatespursuanttosection301.144 18shallnotberequiredforplatesissuedpursuanttothissection.Thereshallbenolimit 19onthenumberoflicenseplatesanypersonqualifiedpursuanttothissectionmayobtain 20solongaseachsetoflicenseplatesissuedpursuanttothissectionisissuedforvehicles 21ownedsolelyorjointlybysuchperson.Licenseplatesissuedpursuanttotheprovisions 22ofthissectionshallnotbetransferabletoanyotherpersonexceptthatanyregistered 23co-ownerofthemotorvehicleshallbeentitledtooperatethemotorvehiclewithsuch HCSSSSCSSB912 27 22 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys 23remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe 24generalrevenuefund. 25 (3)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras 26otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe 27creditedtothefund. 28 4.Thedepartmentofeconomicdevelopmentshalladministerthegrant, 29disbursingfundstoeligibleemployersbasedonapplicationsreceived. 30 (1)(a)Thedepartmentshalldeterminethegrantpercentageannually,which 31shallbeaportionofthefederalWOTCclaimedbytheemployerforeacheligiblehire. 32ThispercentageshallbecontingentupontheavailablefundsintheMissouriveterans 33andjobopportunitygrantprogramfund. 34 (b)Atleastfiftypercentofthefundsavailableduringafiscalyeartoprovide 35grantspursuanttothissectionshallbereservedforeligibleemployerspayingwagestoa 36qualifiedveteran,assuchtermisusedin26U.S.C.Section51(d).Anyamountofsuch 37reservedfundsthatisnotclaimedmaybedisbursedforwagespaidtoamemberofany 38othertargetedgroup. 39 (2)Eligibleemployersmustsubmitanapplicationinaformprescribedbythe 40department,includingdetailedinformationonthefederalWOTCclaimedandthe 41impactofsuchhires. 42 (3)EmployersshallprovideproofofeligibilityforthefederalWOTCand 43documentationofthecontinuedemploymentofindividualsfromtargetedgroups. 44 5.Thedepartmentofeconomicdevelopmentshallpromulgateallnecessaryrules 45andregulationsfortheadministrationofthissection.Anyruleorportionofarule,as 46thattermisdefinedinsection536.010,thatiscreatedundertheauthoritydelegatedin 47thissectionshallbecomeeffectiveonlyifitcomplieswithandissubjecttoallofthe 48provisionsofchapter536and,ifapplicable,section536.028.Thissectionandchapter 49536arenonseverableandifanyofthepowersvestedwiththegeneralassembly 50pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul 51arulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthority 52andanyruleproposedoradoptedafterAugust28,2024,shallbeinvalidandvoid.
