42.022.1.Inadditiontoanyotherdutiesimposedunderthischapter,the
2commissionshallreviewtheprovisionsoftheCommanderJohnScottHannonVeterans
3MentalHealthCareImprovementActof2019,enactedbythe116thUnitedStates
4Congress(Pub.L.116-171),asamended,andanyregulationsrelatedthereto.After
5review,thecommission,incollaborationwiththedepartmentofmentalhealth,shall
6providerecommendationsandmakeeffortstoadoptprocedures,programs,treatment
7options,additionalaid,andanyotherassistancedeemednecessarybythecommissionto
8assistintheeffortstopreventveteransuicide,subjecttoappropriation.
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 9 2.BeforeJuly1,2025,andbeforeeveryJulyfirstthereafterthecommission
10shallfileareportwiththedepartmentofpublicsafetyandthegeneralassemblyonthe
11recommendations,implementation,andeffectivenessoftheeffortsbythecommissionto
12preventveteransuicide.
13 3.Thedepartmentofpublicsafetymaypromulgateallnecessaryrulesand
14regulationsfortheadministrationofthissection.Anyruleorportionofarule,asthat
15termisdefinedinsection536.010,thatiscreatedundertheauthoritydelegatedinthis
16sectionshallbecomeeffectiveonlyifitcomplieswithandissubjecttoallofthe
17provisionsofchapter536and,ifapplicable,section536.028.Thissectionandchapter
18536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
19pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul
20arulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthority
21andanyruleproposedoradoptedafterAugust28,2024,shallbeinvalidandvoid.

42.312.1.Thereisherebycreatedwithinthestateadjutantgeneral'sofficethe

3RefugeProgram".EveryveteranwhohonorablyservedonactivedutyintheUnited
4StatesmilitaryserviceatanytimebeginningOctober7,2001,andendingAugust30,
52021,shallbeentitledtoreceiveanOperationEnduringFreedom,OperationFreedom's
6Sentinel,andOperationAlliesRefugemedallion,medal,andcertificateofappreciation
7underthissection,providedthat:
8 (1)Suchveteranisalegalresidentofthisstateorwasalegalresidentofthis
9stateatthetimeheorsheenteredorwasdischargedfrommilitaryserviceoratthetime
10ofhisorherdeath,orsuchveteranservedinaunitoftheMissouriNationalGuard
11regardlessofwhethersuchveteranisoreverwasalegalresidentofthisstate;and

15 2.TheOperationEnduringFreedom,OperationFreedom'sSentinel,and
16OperationAlliesRefugemedallion,medal,andcertificateshallbeawardedregardlessof
17whethersuchveteranservedwithintheUnitedStatesorinaforeigncountry.The
18medallion,medal,andcertificateshallbeawardedregardlessofwhethersuchveteran
19wasundereighteenyearsofageatthetimeofenlistment.Forpurposesofthissection,
20"veteran"meansanypersondefinedasaveteranbytheUnitedStatesDepartmentof
21VeteransAffairsoritssuccessoragency.
115.085.1.Forpurposesofthissection,thefollowingtermsmean:
2 (1)"Military",theArmedForcesoftheUnitedStates,includingtheAirForce,
3Army,CoastGuard,MarineCorps,Navy,SpaceForce,NationalGuard,andanyother
4militarybranchthatisdesignatedbyCongressaspartoftheArmedForcesofthe
5UnitedStates,andallreservecomponentsandauxiliaries.Theterm"military"also
6includesthemilitaryreservesandmilitiaofanyUnitedStatesterritoryorstate;

8memberoftheArmedForcesoftheUnitedStateswhohasbeentransferredtothestate
9ofMissouri,orwhohasbeentransferredtoanadjacentstateandisorwillbedomiciled
10inthestateofMissouri,orhasmovedtothestateofMissourionapermanentchange-of-
11stationbasis.
12 2.Nopersonshallbeappointedtoserveasanelectionjudgewhoisnotaregistered
13voterinthisstateoramilitaryservicememberonactivedutyinthisstateora
14nonresidentmilitaryspouse. Eachelectionjudgeshallbeapersonofgoodreputeand
15characterwhocanspeak,read,andwritetheEnglishlanguage.Nopersonshallserveasan
16electionjudgeatanypollingplaceinwhichhisorhernameorthenameofarelativewithin
17theseconddegree,byconsanguinityoraffinity,appearsontheballot.However,norelativeof
18anyunopposedcandidateshallbedisqualifiedfromservingasanelectionjudgeinany
19electionjurisdictionofthestate.Noelectionjudgeshall,duringhisorhertermofoffice,hold
20anyotherelectivepublicoffice,otherthanasamemberofapoliticalpartycommitteeor
21townshipoffice,exceptanypersonwhoiselectedtoaboardorcommissionofapolitical
22subdivisionorspecialdistrictmayserveasanelectionjudgeexceptatapollingplacewhere
23suchpoliticalsubdivisionorspecialdistricthasanissueorcandidateontheballot.Inany
24countyhavingapopulationoflessthantwohundredfiftythousandinhabitants,anycandidate
25forthecountycommitteeofapoliticalpartywhoisnotacandidateforanyotherofficeand
26whoisunopposedforelectionasamemberofthecommitteeshallnotbedisqualifiedfrom
27servingasanelectionjudge.
143.174.ForalltaxyearsbeginningonorafterJanuary1,2016,forpurposesof
2calculatingtheMissouritaxableincomeasrequiredundersection143.011,onehundred
3percentoftheincomereceivedbyanypersonassalaryorcompensationinanyformasa
4memberoftheactivedutycomponentoftheArmedForcesoftheUnitedStates,andtothe
5extentthatsuchincomeisincludedinthefederaladjustedgrossincome,maybededucted
6fromthetaxpayer'sMissouriadjustedgrossincometodeterminesuchtaxpayer'sMissouri
7taxableincome.Ifsuchpersonfilesacombinedreturnwithaspouse,anymilitaryincome
8receivedwhileengagingintheperformanceofactivedutymaybedeductedfromtheir
9Missouricombinedadjustedgrossincome.Forthepurposesofthissection,"salaryor
10compensation"shallincludeanysigningbonus.
143.175.1.ForalltaxyearsbeginningonorafterJanuary1,2020,forpurposesof
2calculatingtheMissouritaxableincomeasrequiredundersection143.011,apercentageof
3theincomereceivedbyanypersonassalaryorcompensation:
4 (1)Inperformanceofinactivedutyfortraining(IDT)oftheNationalGuardorannual
5trainingstatus(AT)oftheNationalGuard;[or]
6 (2)InreservecomponentsoftheArmedForcesoftheUnitedStates;or

8bonusfromtheNationalGuardorareservecomponentoftheUnitedStatesArmed
9Forcesforjoining,reenlisting,orforanyotherreason;

11andtotheextentthatsuchincomeisincludedinthefederaladjustedgrossincome,maybe
12deductedfromthetaxpayer'sMissouriadjustedgrossincometodeterminesuchtaxpayer's

14ofanymilitaryincomereceivedwhileengagingintheperformanceofNationalGuardor
15reservemilitarydutymaybedeductedfromtheirMissouricombinedadjustedgrossincome.
16Suchmilitaryincomeshallbedeductedasfollows:
17 (a)ForthetaxyearbeginningonorafterJanuary1,2020,twentypercentofsuch
18militaryincome;
19 (b)ForthetaxyearbeginningonorafterJanuary1,2021,fortypercentofsuch
20militaryincome;
21 (c)ForthetaxyearbeginningonorafterJanuary1,2022,sixtypercentofsuch
22income;
23 (d)ForthetaxyearbeginningonorafterJanuary1,2023,eightypercentofsuch
24income;
25 (e)ForalltaxyearsbeginningonJanuary1,2024,andthereafter,onehundred
26percentofsuchincome.
27 2.Notwithstandingtheprovisionsofthissectionoranyotherprovisionoflawtothe
28contrary,thedeductionauthorizedbythissectionshallnotapplytocompensationreceived
29whileengagingincivilianfederalservice,includingcivilservicepositionsrequiringthe
30wearingofmilitaryuniformandmilitaryaffiliation.
173.239.1.AnymemberoftheMissouriNationalGuardwhopossessesthe
2qualificationssetforthinthissectionmay,whileheorsheisamemberoftheMissouri
3NationalGuard,beawarded[an]educationalassistanceintheformof:
4 (1)Atuitionandfeewaiverforundergraduatecoursesatapostsecondary
5institutionofhighereducationlocatedinthisstatethatdirectlyreceivesfunds
6appropriatedbythegeneralassembly.Thistuitionandfeewaivershallnotbe
7implementedpriortothe2025-26academicyear.Thetuitionandfeewaivershallbe
8onlyfortuitionandfeesthatremainaftertheapplicationofallpaymentsfromatuition
9assistanceprogramoftheNationalGuard,Army,orAirForce;additionalfederal
10militarytuitionassistance;GIBilleducationalentitlements;awardedexternal
11scholarships;andfederalfinancialgrants,includingthePellgrant,thatareavailable
12tothememberinthecurrentsemester.Forpurposesofthissection,"fee"or"fees"

14conditionofenrollment;or
15 (2)Agranttoan[approvedpublicinstitutionoranapprovedprivate] eligible
16institution[, asthosetermsaredefinedineithersection173.205orsection173.778,] ofhisor
17herchoice[whileheorsheisamemberoftheMissouriNationalGuard.Fundingfor
18educationalassistancepursuanttothissectionmayberequestedannuallyinthebudgetofthe
19MissouriNationalGuard.Educationalassistanceprovidedpursuanttothissectionshallnot
20exceedfundsappropriatedforthatpurpose]. Forpurposesofthissubdivision,theterm
21"eligibleinstitution"shallmean:
22 (a)Anapprovedpublicinstitutionoranapprovedprivateinstitution,asthose
23termsaredefinedinsection173.1102;or
24 (b)Anyinstitutionofpostsecondaryeducationthatisrequiredbylawtobe,and
25currentlyis,certifiedtooperatebythecoordinatingboardforhighereducation;thatis
26institutionallyaccreditedbyanaccreditingcommissionrecognizedbytheUnitedStates
27DepartmentofEducation;thathasoperatedcontinuouslyinthisstateforfiveormore
28years;thathasnomorethanfiftypercentofitsstudentsincorrespondenceprograms;
29andthatoffersaone-yearortwo-yearcertificate,associateorbaccalaureatedegree
30programs,orgraduateorprofessionaldegreeprograms.
31 2.(1)Educationalassistanceprovidedunderthissectionshallnotexceedthe[least]
32lesserofthefollowing:
33 [(1)](a)Theactualtuition,asdefinedinsection173.260,chargedatanapproved
34institutionwherethe[individual] memberisenrolledoracceptedforenrollment;or

56 (2)Forthetuitionandfeewaiver,thewaivershallbeawardedifthemember
57appliesandisotherwiseeligiblepursuanttothissection,butthewaivershallbe
58awardedonlyaftertheMissouriNationalGuardhasdistributedanymoneysavailable
59forthememberthroughthestatetuitionassistanceprogram.
60 4.Ifthegradepointaverageofamemberwhoisreceivingeducationalassistance
61pursuanttothissectionfallsbelowtwopointfiveona[fourpoint] four-pointscale,orthe
62equivalentonanotherscale,suchmembershallretaintheeducationalassistanceandshallbe
63placedonprobationundertheeducationalassistanceprogram.Failuretoachieveacurrent
64gradepointaverageofatleasttwopointfiveona[fourpoint] four-pointscaleorthe
65equivalentonanotherscaleforfuturesemestersorequivalentacademictermsshallresultin
66terminationofthe[scholarship] educationalassistanceeffectiveasofthenextacademic
67term.Themembershallberemovedfromprobationstatusuponachievingacumulative
68gradepointaverageoftwopointfiveona[fourpoint] four-pointscaleortheequivalenton
69anotherscale.
70 5.Forthetuitionandfeewaiver,anapplicantshallceasetobeeligibleifthetotal
71numberofcredithourscompletedbytheapplicantexceedsonehundredtwenty.Credit
72hoursearnedwiththeeducationalassistancedescribedinthissectionandcredithours
73earnedwithouttheeducationalassistancedescribedinthissectionshallbecountedto
74determinethetotalnumberofcredithourscompletedbyanapplicantforpurposesof

76 6.Thetuitionandfeewaivershallnotbeavailableinanyfiscalyearinwhichthe
77percentoftotalprogramcostscoveredbythestateappropriationfortheeducational
78assistanceprovidedpursuanttothissectionhasdecreasedcomparedtotheprevious
79fiscalyear.
80 7.Ifarecipientofeithertypeofeducationalassistancepursuanttothissection
81ceasestomaintaintheiractivemilitaryaffiliationwhileenrolledinanacademicsemesteror
82termforanyreasonexceptdeath,disability,ormedicaldisqualificationtheeducational
83assistanceshallbeterminatedandtherecipientshallrepayanyamountsawardedorwaived

117disabledperson.Whenthereisnorearviewmirror,theplacardshallbedisplayedonthe

119 11.Theremovablewindshieldplacardshallconformtothespecifications,inrespect
120tosize,color,andcontent,assetforthinfederalregulationspublishedbytheDepartmentof
121Transportation.Theremovablewindshieldplacardshallberenewedeveryfouryears.The

26otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe

28 4.Thedepartmentofeconomicdevelopmentshalladministerthegrant,
29disbursingfundstoeligibleemployersbasedonapplicationsreceived.
30 (1)(a)Thedepartmentshalldeterminethegrantpercentageannually,which
31shallbeaportionofthefederalWOTCclaimedbytheemployerforeacheligiblehire.
32ThispercentageshallbecontingentupontheavailablefundsintheMissouriveterans
33andjobopportunitygrantprogramfund.
34 (b)Atleastfiftypercentofthefundsavailableduringafiscalyeartoprovide
35grantspursuanttothissectionshallbereservedforeligibleemployerspayingwagestoa
36qualifiedveteran,assuchtermisusedin26U.S.C.Section51(d).Anyamountofsuch
37reservedfundsthatisnotclaimedmaybedisbursedforwagespaidtoamemberofany
38othertargetedgroup.
39 (2)Eligibleemployersmustsubmitanapplicationinaformprescribedbythe
40department,includingdetailedinformationonthefederalWOTCclaimedandthe
41impactofsuchhires.
42 (3)EmployersshallprovideproofofeligibilityforthefederalWOTCand
43documentationofthecontinuedemploymentofindividualsfromtargetedgroups.
44 5.Thedepartmentofeconomicdevelopmentshallpromulgateallnecessaryrules
45andregulationsfortheadministrationofthissection.Anyruleorportionofarule,as
46thattermisdefinedinsection536.010,thatiscreatedundertheauthoritydelegatedin
47thissectionshallbecomeeffectiveonlyifitcomplieswithandissubjecttoallofthe
48provisionsofchapter536and,ifapplicable,section536.028.Thissectionandchapter
49536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
50pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul
51arulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthority
