AN ACT 
To amend chapter 71, RSMo, by adding thereto one new section relating to annexation by certain 
charter cities. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapter 71, RSMo, is amended by adding there to 1 
one new section, to be known as section 71.924, to read as 2 
follows:3 
     71.924.  1.  Notwithstanding the provisions of sections 1 
71.012 and 71.015, the governing body of any home rule city 2 
with more than one hundred sixty thousand inhabitants but 3 
fewer than two hundred thousand inhabitants which is located 4 
within a county of the first classification, proceeding as 5 
otherwise authorized by law or charter, may annex areas 6 
within six miles of the city limits and within the 7 
designated urban service ar ea as authorized by ordinance of 8 
the governing body of the city upon a notarized petition 9 
requesting such annexation signed by the owners of all fee 10 
interests of record in all tracts located within the area to 11 
be annexed.  That a petition requesting an nexation is not or 12 
was not verified or notarized shall not affect the validity 13 
of an annexation heretofore or hereafter undertaken in 14 
accordance with this section. 15 
     2.  The fire protection district shall continue to 16 
collect taxes assessed pursuant to this chapter until 17 
December thirty-first of the year in which annexation 18   SB 979 	2 
occurs.  Beginning January first of the following year, the 19 
fire protection district shall not levy and collect any tax 20 
upon any taxable property annexed by the city; except, t he  21 
fire protection district may continue to collect delinquent 22 
taxes levied in previous years.  The city shall collect and 23 
pay to the fire protection district a fee equal to the 24 
amount of tax levied on the property in the area annexed 25 
during the year in which annexation occurred.  For the next  26 
subsequent four years, the city shall reduce the amount 27 
collected and paid to the fire protection district by twenty 28 
percent. 29 

