SENATE JOINT RESOLUTION NO. 94

JOINT RESOLUTION 
Submitting to the qualified voters of Missouri, an amendment to article VI of the Constitution of 
Missouri, by adding thereto one new section relating to the appointment of certain St. 
Louis City officers. 
 
Be it resolved by the Senate, the House of Representatives concurring therein: 
     That at the next general election to be held in the 1 
state of Missouri, on Tuesday next following the first Monday 2 
in November, 2024, or at a special election to be called by 3 
the governor for that purpose, there is hereby submitted to 4 
the qualified voters of this state, for adoption or 5 
rejection, the following amendment to article VI of the 6 
Constitution of the state of Missouri:7 
     Section A. Article VI, Constitution of Missouri	, is 1 
amended by adding thereto one new section, to be known as 2 
section 32(d), to read as follows:3 
     Section 32(d).  The sheriff of the city of St. Louis 1 
shall appoint the commissioner of corrections or other city 2 
officer who is responsible for operat ing and maintaining 3 
detentive, penal, and corrective institutions; for 4 
investigating parole applications and making recommendations 5 
relative thereto; for exercising supervision in parole and 6 
probation cases; and for administering such other welfare 7 
services as may be provided by charter, order, or ordinance 8 
of the City of St. Louis and such appointment shall be 9 
subject to the advice and consent of the board of aldermen.   10   SJR 94 	2 
Such commissioner or officer shall be subject to removal by 11 
the board of aldermen by a two-thirds vote of the board. 12 
     Section B.  Pursuant to chapter 116, and other 1 
applicable constitutional provisions and laws of this state 2 
allowing the general assembly to adopt ballot language for 3 
the submission of this joint resolution to the voters of 4 
this state, the official summary statement of this 5 
resolution shall be as follows: 6 
"Shall the Missouri Constitution be amended to 7 
allow the sheriff of St. Louis City to appoint 8 
the commissioner of corrections who oversees th e  9 
St. Louis City jail and shall such appointment 10 
be subject to the advice and consent of the St. 11 
Louis Board of Aldermen?". 12 

