Currently,theDepartmentofRevenuecollects$1.86perbarrelfor
allmaltliquors,fortheinspectionandgaugingofmaltliquors.
BeginningJanuary1,2026,theDepartmentmustcollect$0.62per
barrelforallmaltliquormanufacturedinanAmericanbrewery,and
$1.86perbarrelforallforeignimportmaltliquor,forthe
inspectionandgaugingofmaltliquors.
Everymanufacturer,out-of-statesolicitor,andwholesaledealer
mustmakeaduplicateinvoiceofthechargesshowing:
(1)Thedate;
(2)Amountandvalueofeachclassofliquorsshippedor
delivered;and
(3)Thecountryoforiginforallforeignimports.
Eachinvoicemustberetainedfortwoyears.
PROPONENTS: Supporterssaythatthisbillgivesmoreofan
incentiveforbrewerstomaketheirproductsinMissouri. American
beerproductionhasshiftedsignificantlytoMexico,andthis
developmenthasharmedAmericanproducersbecauseforeignbrewers
donothavetopaythesametaxesorfollowthesameregulations.
SupportersfurthersaythatiftheproductisbrewedinAmerica,
localcitizenrycanbeassuredofmorejobsandmoresmallbusiness
growth.
