Currently,manufacturers, wholesalers,retailers,andunlicensed
personsmaydonatewinetoacharitableorreligiousorganization
oreducationalinstitutionforthesolepurposeofbeingauctioned
forfund-raisingpurposesundercertaincircumstances. Thisbill
addsbeer,maltliquor,orspiritstothelistofalcohol-based
beveragesthatmaybedonatedandallowsthedonateditemstoalso
beraffled(Section311.332,RSMo.).
Currently,manufacturersofintoxicatingliquor,otherthanbeeror
wine,arepermittedtoofferconsumercashrebatecoupons. The
billrepealstheprovisionsthatprohibitsmanufacturersofwineto
offersuchrebates(Section311.355).
Currently,theDepartmentofRevenuecollects$1.86perbarrelfor
allmaltliquors,fortheinspectionandgaugingofmaltliquors.
BeginningJanuary1,2026,theDepartmentmustcollect$0.62per
barrelforallmaltliquormanufacturedinanAmericanbrewery,and
$1.86perbarrelforallforeignimportmaltliquor,forthe
inspectionandgaugingofmaltliquors.
Thisbillrequireseverymanufacturer,out-of-statesolicitor,and
wholesaledealertomakeaduplicateinvoiceofthechargesfor
eachclassofliquorshippedordeliveredandtoretainthe
duplicateinvoicesfortwoyears.Theinvoicemustinclude:
(1)Thedate;
(2)Amountandvalueofeachclassofliquorsshippedor
delivered;and
(3)Thecountryoforiginforallforeignimports(Section
311.520).
Thisbillallowsanyestablishmentlicensedtosellliquorbythe
drinkatretailforconsumptiononthepremisestosell,serve,and
allowfortheconsumptionofalcoholbetween6:00a.m.and5:00
a.m.thefollowingdayforthedurationofthe2026FIFAWorldCup
Tournament,June11,2026,throughJuly19,2026.
Licenseesarenotrequiredtoapplyforspecialortemporary
licensesorpermitsinordertoextendtheiralcoholsaleshours.
Anycity,county,district,orotherpoliticalsubdivisionmay,by
ordinance,exemptitselffromtheprovisionsofthisbillormodify
thetemporaryperiodforextendedalcoholsaleshours. ThisprovisionexpiresonJuly20,2026(Section311.2026).
