BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter21,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection21.955,toreadasfollows:
21.955.1.Thereisherebyestablishedajointcommitteeofthegeneralassembly,
2whichshallbeknownasthe"JointCommitteeonGovernmentEfficiency"andshallbe
3composedofthefollowingmembers:
4 (1)Threemembersofthesenatetobeappointedbythepresidentprotemporeof
5thesenate;
6 (2)Twomembersofthesenatetobeappointedbytheminorityfloorleaderof
7thesenate;
8 (3)Threemembersofthehouseofrepresentativestobeappointedbythe
9speakerofthehouseofrepresentatives;and
10 (4)Twomembersofthehouseofrepresentativestobeappointedbytheminority
11floorleaderofthehouseofrepresentatives.
12 2.Amajorityofthemembersofthecommitteeshallconstituteaquorum,but
13theconcurrenceofamajorityofthemembersshallberequiredforthedeterminationof
14anymatterwithinthecommittee'sduties.
15 3.Thepresidentprotemporeofthesenateshallselectthechairofthecommittee
16ineven-numberedgeneralassembliesandthespeakerofthehouseofrepresentatives
17shallselectthechairofthecommitteeinodd-numberedgeneralassemblies.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 4.Thejointcommitteeshall:
19 (1)Reviewexistingstaterulesandregulationstoidentifythosethatare
20ineffective,unnecessary,orundulyburdensomeandproviderecommendationsfor
21rewritingorrepealingsuchrulesandregulationsinthereportrequiredunder
22subsection5ofthissection;
23 (2)Makerecommendationsandissuethereportdescribedundersubsection6of
24thissectiononstatebudgetarymatters,including:
25 (a)Analyzingagencybudgetsforpotentialcostreductions;
26 (b)Reviewingreportsprovidedbyagenciesthatoutlinepotentialcost
27reductions,includingthereductionoffull-timeemployees;and
28 (c)Identifyingtheminimumnumberofemployeesrequiredforanagencyto
29carryoutitsconstitutionallypermissibleandstatutorilymandatedfunctions;
30 (3)Reviewreportsprovidedbytheofficeofadministrationandmake
31recommendationsonthedispositionofunusedorunderutilizedstaterealpropertyin
32thereportrequiredundersubsection7ofthissection;
33 (4)Reviewstatutesthathaveasignificantimpactonthestatebudgetandmake
34recommendationsforchangestosuchstatutes;
35 (5)Conductacompletereviewofthestate'ssocialservicessystem,including:
36 (a)Evaluatingtheconditionofthestate'ssocialservicessystem,definedasthe
37publiclyfundedsystemofservicesintendedtomeettheneedsofvulnerableresidents
38including,butnotlimitedto,servicesprovidinghealthandmentalhealthcare,housing,
39andemploymentsupports;
40 (b)Studyingsuccessfulsocialservicessystemsinotherstatesinordertoidentify
41highlyeffectivemodels;
42 (c)Evaluatingcurrentfundingforthestate'ssocialservicessystem;
43 (d)Identifyinganygapsinthestate'ssocialservicessystem;
44 (e)Evaluatingwhethercurrentfundingissufficienttonotonlymaintainthe
45socialservicessysteminitscurrentstatebutalsotoensurethatitservestheneedsof
46Missouri'svulnerableresidentsmovingforwardintothetwenty-firstcentury;
47 (f)Makingrecommendationsregardingtheconditionofthesocialservices
48systemandfundingofthesocialservicessystem;and
49 (g)Makingrecommendationsonhowtofillanygapsinthesocialservicessystem
50andensurethestate'svulnerableresidentsareabletoaccesstheservicestheyneedin
51ordertomaintaintheirhealthandwell-beingandparticipatefullyintheircommunities;
52and
53 (6)Solicitbidsforandreviewandmakerecommendationsbasedontheresults
54ofperformanceauditsconductedoneachstatedepartment,thegeneralassembly,the
HB1083	2 55judiciary,theofficeofadministration,thegovernorandlieutenantgovernor,the
56attorneygeneral,thesecretaryofstate,thestateauditor,andthestatetreasurer.
57 5.Thejointcommitteeshallcompileafullreportofitsactivitiesforsubmission
58tothegeneralassembly.ThereportshallbesubmittednolaterthanSeptemberfirstof
59even-numberedyearsandmayincludeanyrecommendationsthatthecommitteemay
60haveforlegislativeaction.
61 6.Inconductingitsdutiesundersubdivision(2)ofsubsection4ofthissection,
62thejointcommitteeshallreportitsfindingsbyDecemberfirsteachyear,inareport
63separatefromthereportsrequiredundersubsection5and7ofthissection,andinclude
64alistoffull-timeemployeepositionstoeliminatefromthestatebudget.The
65recommendationsofthejointcommitteeinthereportunderthissubsectionshall
66automaticallygointoeffectonFebruaryfirstoftheyearimmediatelyfollowingtheyear
67inwhichthereportisissuedunlessthegeneralassemblypassesaresolutionorthe
68governorissuesanexecutiveorderindicatingdisapprovaloftheproposedjob
69eliminations.
70 7.Inconductingitsdutiesundersubdivision(3)ofsubsection4ofthissection,
71thejointcommitteeshallreportitsfindingsbyDecemberfirsteachyear,inareport
72separatefromthereportsrequiredundersubsections5and6ofthissection,and
73providealistofstaterealpropertythatshouldbesold,leased,orotherwisetransferred.
74Therecommendationsofthejointcommitteeinthereportunderthissubsectionshall
75automaticallygointoeffectonFebruaryfirstoftheyearimmediatelyfollowingtheyear
76inwhichthereportisissuedunlessthegeneralassemblypassesaresolutionorthe
77governorissuesanexecutiveorderindicatingdisapprovaloftheproposedsale,lease,or
78transferofstaterealproperty.
79 8.Staffofficesincluding,butnotlimitedto,houseresearch,housedrafting,
80senateresearch,andthejointcommitteeonlegislativeresearchshallprovidesuchlegal,
81research,clerical,technical,andbilldraftingservicesasthejointcommitteemay
82requireintheperformanceofitsduties.
83 9.Themembersofthecommitteeshallservewithoutcompensation,butany
84actualandnecessaryexpensesincurredintheperformanceofthecommittee'sofficial
85dutiesbythejointcommittee,itsmembers,andanystaffassignedtothecommitteeshall
86bepaidfromthejointcontingentfund.
87 10.Thecommitteeshallholditsfirstmeetingwithinsixmonthsfromthe
88effectivedateofthissectionandshallmeetmonthlythereafter.
89 11.(1)Costsavingsresultingfromanyoftherecommendationsmadeunderthis
90sectionshallbedepositedinthegovernmentefficiencyfund.
HB1083	3 91 (2)Thereisherebycreatedinthestatetreasurythe"GovernmentEfficiency
92Fund",whichshallconsistofmoneyscollectedunderthissection.Thestatetreasurer
93shallbecustodianofthefund.Inaccordancewithsections30.170and30.180,thestate
94treasurermayapprovedisbursements.Thefundshallbeadedicatedfundand,upon
95appropriation,moneysinthisfundshallbeusedsolelyasprovidedinthissection.
96 (3)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
97remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe
98generalrevenuefund.
99 (4)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras
100otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe
101creditedtothefund.
102 (5)MoneyinthefundshallbeusedsolelybytheMissouriworksprogramwithin
103thedepartmentofeconomicdevelopment.
