SectionA.Chapter161,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection161.264,toreadasfollows:
161.264.1.Subjecttoappropriation,thedepartmentofelementaryand
2secondaryeducationshallestablishastatewideprogramtobeknownasthe"STEM
3CareerAwarenessActivityProgram"toincreaseSTEMcareerawarenessamong
4studentsingradesninethroughtwelve.Forthepurposesofthissection,"STEM"
5meansscience,technology,engineering,andmathematics.
6 2.Thedepartmentofelementaryandsecondaryeducationshallpromotethe
7statewideprogrambeginninginthe2026-27schoolyear.Theprogramshallintroduce
8studentsingradesninethroughtwelvetoawidevarietyofSTEMcareersand
9technologythroughanactivityprogramthatinvolvesparticipatinginSTEM-related
10activitiesatstate,national,orinternationalcompetitions.
11 3.(1)ByJanuary1,2026,thedepartmentofelementaryandsecondary
12educationshallsolicitproposalstoprovidetheactivityprogram.ByMarch1,2026,the
13departmentofelementaryandsecondaryeducationshallselectaproviderforthe
14program.
15 (2)Thedepartmentshallselectaproviderthatpresentsquantitativeor
16qualitativedatademonstratingtheeffectivenessoftheprograminanyofthefollowing
17areas:

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 (a)HelpingteachersimprovetheirinstructioninSTEM-relatedsubjects;
19 (b)IncreasingthelikelihoodthatstudentswillgoontostudyaSTEM-related
20subjectatafour-yearcollegeupongraduationfromhighschool;or
21 (c)IncreasingthelikelihoodthatstudentswillentertheSTEMworkforceupon
22graduationfromhighschoolorcollege.
23 (3)Thedepartmentshallselectaproviderthatdeliversaprogramthatmeetsthe
24followingcriteria:
25 (a)Providesanactivityprogramthatisledbyteacherswhoarefullycertifiedto
26teachinSTEM-relatedsubjectsingradesninethroughtwelveunderthelawsgoverning
27thecertificationofteachersinMissouri;and
28 (b)Facilitatesacohortofstudentsingradesninethroughtwelvetoparticipate
29inSTEM-relatedactivitiesatstate,national,orinternationalcompetitions.
30 4.Notwithstandingtheprovisionsofsubsections2and3ofthissectiontothe
31contrary,thedepartmentofelementaryandsecondaryeducationmaychooseathird-
32partynonprofitentitytoimplementthestatewideprogram,solicitproposals,andselect
33aproviderasdescribedundersubsection3ofthissection.
34 5.Thereisherebycreatedinthestatetreasurythe"STEMCareerAwareness
35ActivityFund".Thefundshallconsistofanyappropriations,gifts,bequests,orpublic
36orprivatedonationstosuchfund.Thestatetreasurershallbecustodianofthefund.In
37accordancewithsections30.170and30.180,thestatetreasurermayapprove
38disbursementsofpublicmoneysinaccordancewithdistributionrequirementsand
39proceduresdevelopedbythedepartmentofelementaryandsecondaryeducation.The
40fundshallbeadedicatedfundand,uponappropriation,moneysinthefundshallbe
41usedsolelyfortheadministrationofthissection.Notwithstandingtheprovisionsof
42section33.080tothecontrary,anymoneysremaininginthefundattheendofthe
43bienniumshallnotreverttothecreditofthegeneralrevenuefund.Thestatetreasurer
44shallinvestmoneysinthefundinthesamemannerasotherfundsareinvested.Any
45interestandmoneysearnedonsuchinvestmentsshallbecreditedtothefund.
46 6.Thedepartmentofelementaryandsecondaryeducationmaypromulgateall
47necessaryrulesandregulationsfortheadministrationofthissection.Anyruleor
48portionofarule,asthattermisdefinedinsection536.010,thatiscreatedunderthe
49authoritydelegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandis
50subjecttoalloftheprovisionsofchapter536and,ifapplicable,section536.028.This
51sectionandchapter536arenonseverableandifanyofthepowersvestedwiththe
52generalassemblypursuanttochapter536toreview,todelaytheeffectivedate,orto
53disapproveandannularulearesubsequentlyheldunconstitutional,thenthegrantof
HB1111	2 54rulemakingauthorityandanyruleproposedoradoptedaftertheeffectivedateofthis
55actshallbeinvalidandvoid.
