ThisbillrevisesthePropertyAssessmentCleanEnergyActby
makingitinapplicabletoresidentialproperty. Thebillprovides
guidanceforanyresidentialpropertiesapprovedfortheprogram
betweenJanuary1,2022,andAugust28,2025.Thebillclarifies
thatacleanenergydevelopmentboardcanacquireloansor
assessmentcontractsfromotherstatesandtheirmunicipalities and
politicalsubdivisionstoserveacommonpurposeofproviding
financingsupportorcreditenhancementforanyproject. Thebill
alsochangesthemaximumfinancingdurationoncommercialproperty
assessmentcleanenergyloansfrom20yearsto30years.
ThisbillisthesameasHB153(2025)andHCSHB2756(2024)
PROPONENTS: SupporterssaythatthisbillrevivesPACE,andPACE
hasledtoover$1billioninconstructioncontracts. Theystate
thattherearenopublicdollarsinvolvedinPACE,itisall
private. Supportersalsosaythatover95%oftheprojectsare
energyefficientprojects,andreducetheoperationalcostsofthat
property,makingitattractivetobanks.Supportersfurthersay
thatoneofthebiggestproblemswiththeresidentialPACEprogram
wastherethattherewasfewconsumerprotectionsandverylittle
considerationforrepaymentoftheloanortherateoftheloans.
