abandonmentofoneormoreballoons. Iftheoffenseoflittering
involvestheintentionaloutdoorreleaseorabandonmentofoneor
moreballoons,thepenaltyforafirstoffenseinvolving10
balloonsorfewerisafineof$100to$500,andasecondor
subsequentviolationwillcarryafineof$500to$1,000.Fora
firstoffenseinvolving11ormoreballoons,thefinewillbeat
least$500,andthefineforasecondorsubsequentoffenseisat
least$2,000.Thebillprovidesexceptionstotheoffenseof
litteringwhenitinvolvesthereleaseofballoons.
