Deathpenaltycasesarerarebut,whentheydooccur,theycontinue
tobedraggedout.Inthelate1980s,theusualtimespenton
deathrowwassixyears,butnowit’supto12-15years.The
burdenitplacesonthevictimsisthemajorconcern. Itisalso
agonizingforthepersonsittingondeathrowbecausethatperson
iswaitingforhisorhercasetobedecided.
