170.281.1.Asusedinthissection,"personalfinance"meansacourseconsisting
2offinancialliteracyandup-to-datetools,resources,anddisciplinenecessarytosucceed
3inapersonalandprofessionalcapacityinthecurrenteconomy.
4 2.(1)Thedepartmentofelementaryandsecondaryeducationshallconvenea
5workgrouptodevelopandrecommendacademicperformancestandardsrelatingtothe
6one-halfunitofcreditofpersonalfinancerequiredbythestateboardofeducation.The
7workgroupshallinclude,butnotbelimitedto:
8 (a)Educatorsprovidinginstructioninpersonalfinance;
9 (b)Arepresentativefromthedepartmentofelementaryandsecondary
10education;and
11 (c)Uptotworepresentativesfromeachofthefollowing:
12 a.Thebankingindustry;
13 b.Entrepreneursinthebusinesscommunity;
14 c.Nonprofitorganizationsthatfocusoneducatingyoungprofessionalsand
15entrepreneurs;
16 d.Theinvestmentindustry;
17 e.Thestudentloanindustry;

20 (2)Thetotalnumberofmembersoftheworkgroupshallbedeterminedbythe
21department.Atleasttwenty-fivepercentofthetotalshallbeeducatorsproviding
22instructioninpersonalfinance.
23 3.Thestateboardofeducationshalladoptandimplementacademic
24performancestandardsrelatingtopersonalfinanceforthe2026-27schoolyearand
25allsubsequentschoolyears,exceptthatacademicperformancestandardsrelatingto
26personalfinanceshallbereviewedeverysevenyearstodetermineiftheperformance
27standardsneedtobeupdatedtoreflecttrendsandbestpracticesinthecurrent
28economy.
29 4.(1)Forthe2026-27schoolyearandallsubsequentschoolyears,eachschool
30districtshallrequirethatafterthecompletionofgradenineeachstudentsatisfactorily
31completessuchone-halfunitofcreditofpersonalfinancebeforereceivingahighschool
32diplomaorcertificateofgraduation.
33 (2)Aschooldistrictmayelecttowaivetherequirementsofsubdivision(1)ofthis
34subsectionforastudentwhotransfersfromoutsidethestatetoaMissourihighschoolif
35thestudentcanfurnishdocumentationdeemedacceptablebytheschooldistrictofthe
36student'ssuccessfulcompletionofasubstantiallysimilarcourseofinstruction.
37 (3)Aschooldistrictmayallowastudentingradeninetocompletesuchone-half
38unitofcreditofpersonalfinanceif,ontherecommendationofaschoolcounselor,
39completingsuchone-halfunitofcreditofpersonalfinanceisbeneficialandappropriate
40forsuchstudent'spersonalplanofstudyorcareeracademicplan.
41 5.Therequirementsofsection160.514shallnotapplytothissection.
