60treasurerineachofthethirdandfourthclassificationcountieswhichhaveadoptedthe 61townshipformofcountygovernmentisentitledtoemploydeputiesandassistants,andforthe 62deputiesandassistantsisallowednotlessthantheamountallowedin2003-2004,whichever 63isgreater. 64 2.Notwithstandinganyprovisionsoflawtothecontrary,thecollector-treasurerin 65eachcountyofthethirdorfourthclassificationhavingatownshipformofgovernmentshall 66employnotfewerthanonefull-timedeputy.Thecollector-treasurermayemploysuch 2classificationandintheCityofSt.Louisshallmakeadeterminationwithinthirtydaysafter 3takingofficewhethersuchpublicadministratorshallelecttoreceiveasalaryasdefined 4hereinorreceivefeesasmaybeallowedbylawtoexecutors,administratorsandpersonal 5representatives.Theelectionbythepublicadministratorshallbemadeinwritingtothe 6countyclerk.Shouldthepublicadministratorelecttoreceiveasalary,thepublic 7administrator'sofficemaynotthenelecttochangeatanyfuturetimetoreceivefeesinlieuof 8salary.EverypublicadministratorwhobeginshisorherfirsttermonorafterJanuary1, 92023,shallbedeemedtohaveelectedtoreceiveasalaryasprovidedinthissection. 10 74salarycommission,apublicadministratormaybepaidaccordingtotheassessedvaluation 75schedulesetforthinsubdivision(5)ofsubsection2ofthissection.Ifthesalarycommission 76electstopayapublicadministratoraccordingtotheassessedvaluationschedule,thesalary 77commissionshallnotelecttochangeatanyfuturetimetopaythepublicadministrator'soffice 78accordingtotheaveragenumberofopenlettersinlieuofpayingthemaccordingtothe 79assessedvaluationschedule. 80 5.Theinitialcompensationofthepublicadministratorwhoelectstobeputonsalary 81shallbedeterminedbytheaveragenumberoflettersforthetwoyearsprecedingtheterm 82whenthesalaryiselected.Salaryincreasesordecreasesaccordingtotheminimumschedule 83setforthinthissectionshallbeadjustedonlyafterthenumberofopenlettersplacesthe 84workloadinadifferentsubdivisionfortwoconsecutiveyears.Minimumsalaryincreasesor
