SectionA.Section571.014,RSMo,isrepealedandthreenewsectionsenactedinlieu
2thereof,tobeknownassections571.014,571.835,and571.840,toreadasfollows:
571.014.1.Apersoncommitsthecrimeofunlawfulrefusaltotransferbydenying
2saleofafirearmtoanonlicensee,whoisotherwisenotprohibitedfrompossessingafirearm
3understateorfederallaw,solelyonthebasisthatthenonlicenseepurchasedafirearmthat
4waslaterthesubjectofatracerequestbylawenforcement.
5 2.Violationofsubsection1ofthissectionshallbeaclassAmisdemeanor.
6 3.Notwithstandinganyotherprovisionoflawtothecontrary,otherthanthe
7provisionsofsections571.835and571.840,nofederalfirearmsdealerlicensedunder18
8U.S.C.Section923whoengagesinthesaleoffirearmswithinthisstateshallfailorrefuseto
9completethesaleofafirearmtoacustomerineverycaseinwhichthesaleisauthorizedby
10federallaw.
11 4.Theprovisionsofthissectionshallnotapplytoanyindividualfederalfirearms
12licenseholder,hisorheragents,oremployeestotheextenttheychoseintheirindividual
13judgmenttonotcompletethesaleortransferofafirearmforarticulablereasonsspecificto
14thattransaction,solongasthosereasonsarenotbasedontherace,gender,religion,orcreed
15ofthebuyer.

7 (2)Eachcircuitcourtshallmaketheformsforinclusionandremovalavailable
8bydownloadthroughthecourt'swebsiteandrequire,ataminimum,thefollowing
9informationfortheindividualdescribedinsubsection1ofthissection:
10 (a)Name;
11 (b)Address;
12 (c)Dateofbirth;
13 (d)Contactinformation;
14 (e)Thesignatureoftheindividual;and
15 (f)Anacknowledgmentoftherelevantstatementinsubsection9ofthissection.
16 (3)Nofingerprintsoranyotherbiometricdatashallbecollectedfroman
17individualrequestinginclusiononarestrictedlistunderthissection.
18 3.(1)Anindividualrequestinginclusiononarestrictedlistshalldeliverthe
19completedformelectronicallyorinpersontothecircuitcourtofthecountyinwhichthe
20individualresides.Theindividualshallspecifywhethertherequestisforinclusionon
21thetemporaryrestrictedlistorforinclusionontheindefinitelyrestrictedlist.
22 (2)Thecircuitcourtdescribedinsubdivision(1)ofthissubsection:
23 (a)Shallverifytheindividual'sidentitybeforeacceptingtheform;and

116individualisduetoberemovedfromthetemporarylist,andofthedateonwhichthe
117removalwilloccur,unlesstheindividualrequestsanextensionofuptoonehundred
118eightydays.
119 13.(1)Acircuitcourtthatreceivesarequestforinclusionshallmaintainthe
120formandallsubsequentformsinaseparatefile.
121 (2)Ifanindividualrequestsremovalfromarestrictedlist,thecircuitcourtshall
122destroytheentirefilewithinfivedaysafterthedateoftherequest.
