Thisbilladdstothereasonsaclaimantisdisqualifiedfor
unemploymentcompensationbyaddingthatifthedesignated
representative oftheDivisionofEmploymentSecurity(Division)
withintheDepartmentofLaborandIndustrialRelationsfindsthat
aclaimantfailedtoappearforascheduledjobintervieworskills
test.Thebillalsorevisesthemethodofnotifyingtheclaimant
bydeletingthecurrentrequirementofcertifiedmailandreferring
tonotificationinwritingorbyemailortelephone. TheDivision
mustestablishamethodallowingemployerstoreportbyemailor
telephoneindividualswhodonotacceptorrespondtooffersof
employmentordonotappearforscheduledinterviewsortests.
Thisbillestablishesthe"EmploymentSecurityProgramIntegrity
Actof2025"anddefinestermssuchas"Employmentsecurityrolls",
"Nationaldatachecksystem","New-hirerecords",and"Welfare
agency"forthepurposeofthisAct.
ThisbillrequirestheDivisiontoutilizeanationaldatacheck
systemtoverifythateligibleclaimantsreceiveunemployment
compensationbenefits. Weeklychecksagainstalistof
incarceratedindividuals,Statedeathrecords,andnew-hirerecords
arenecessarytoensuretheaccuracyofemploymentsecurityrolls.
Thebillspecifiesmethodsforverifyingtheidentityof
unemploymentcompensationbenefitclaimants,includingmulti-factor
authentication.
ThisbillrequiresthattheDivisionconducteligibilityreviews
forsuspiciousorpotentiallyimproperclaims,includingmultiple
orduplicativeclaimsfromthesameinternetprotocoladdress,or
associatedwiththesamemailingaddressorbankaccountorclaims
filedfromforeignaddresses. Welfareagenciesarerequiredto
notifytheDivisionwhenanenrolledindividualbecomesemployed.
ThisbillallowstheDivisiontopursuetherecoveryoffraudulent
orimproperunemploymentcompensationbenefitsoverpayment. The
DivisionisrequiredtoprovideanannualreporttotheGeneral
Assemblyeachyear,byDecember31st,describingimproper
unemploymentcompensationbenefitpaymentsandtheirrecovery
efforts. TheDivisionisauthorizedtoenterintoamemorandumof
understandingwithotherstateentitiestoshareandreceivethe
necessaryinformation. Thisbillallowsforthepromulgationof
rulesandregulationsbytheDivisionfortheadministration of
