Thisbillestablishesthe"MissouriTaskForceonNonprofitSafety
andSecurity"withintheDepartmentofPublicSafety.
TheTaskForceistaskedwithstudyingandmakingrecommendations
onthesecurityneedsofnonprofitorganizationsatelevatedrisk
ofterroristattacksinMissouri. MembersoftheTaskForcewill
beappointedbytheDirectorofPublicSafety,asspecifiedinthe
bill.TheTaskForcemustreportatleastannuallytotheOfficeof
HomelandSecurityofitsfindingsandrecommendations withrespect
toterroristattacksinMissouri.
Thebillestablishesthe"SupplementalNonprofitSafetyand
SecurityFund".TheFundcanbeusedtodefraycostsofsecurity
enhancementsormeasures,asspecifiedinthebill,foreligible
nonprofitorganizations. Eligiblenonprofitorganizationsare
thoseorganizationswhoseapplicationsforfundingthroughthe
FederalEmergencyManagementAgency'sNonprofitSecurityGrant
ProgramhavebeenapprovedbytheDepartmentofPublicSafety
OfficeofHomelandSecurity. Aneligibleorganizationmayreceive
agrantfromtheFundofupto5%oftheavailablegrantpool.
Thisbillhasanemergencyclause.
