HB1383--MOTORFUELTAX SPONSOR: Riggs Thisbillspecifiesthatanyamountover$550millionofthemotor vehiclefueltax,adjustedannuallyforinflation,mustbe apportionedanddistributedbetweenthecounties,cities,andthe StateHighwaysandTransportation Commissionasfollows: (1)Tothecountiesonthefollowingbasis,60%: (a)Ofthe60%,one-halfontheratiothatthecountyroadmileage ofeachcountybearstocountyroadmileageoftheentireStateas determinedbythelastavailablereportoftheStateHighwaysand Transportation Commission;and (b)Ofthe60%,one-halfontheratiothattherurallandvaluation ofeachcountybearstotherurallandvaluationoftheentire StateasdeterminedbythelastavailablereportoftheStateTax Commission,exceptthatcountyroadmileageinincorporated municipalities andthelandvaluationinincorporated municipalities willbeexcludedinthesedeterminations, except thatiftheassessedvaluationofrurallandsinanycountyisless than$5million,thecountywillbetreatedashavinganassessed valuationof$5million; (2)Tobedividedequally,20%betweenanycitynotwithinacounty andthecitywiththenexthighestpopulationintheState accordingtothelastpreviousdecennialcensusoftheUnited States;and (3)Tobedividedequally,20%betweenthecountiesbasesonthe ratioofthenumberofacresofpropertyassessedasagricultural inacountytothenumberofacresofpropertyassessedas agriculturalintheState.
