FISCAL ANALYSIS
ASSUMPTION
§72.418 – Fire Protection Services 
Officials from the Department of Public Safety’s Fire Safety Division and the St. Louis 
County Board of Elections each assume the proposal will have no fiscal impact on their 
respective organizations. Oversight does not have any information to the contrary. Therefore, 
Oversight will reflect a zero impact in the fiscal note for these agencies.  
The city that this proposal is referring to is Crestwood, Missouri. The City of Crestwood’s 
charter was adopted by voters in 1995. Officials from Crestwood did not respond to Oversight’s 
request for fiscal impact for this proposal.
Oversight assumes this proposal, beginning January 1, 2026, allows the City of Crestwood to 
provide fire protection services to an annexed area and will not have to pay a fire protection 
district unless the city and the district enter into a mutually agreed contract. Oversight assumes 
both the city and district would work together to provide services for the mutual benefit of the 
community and will reflect no fiscal impact for this proposal.
