ThebillallowstheDepartmentsofSocialServicesandElementary
andSecondaryEducationtopurchaseservicesdirectlyfromprivate
andpublicvendorsintheStateusingappropriatedfunds,covering
variousservicesforindividualsaffectedbymentaldisorders,
disabilities,orsubstanceabuse.
ThisbillspecifiesthattheCommissioneroftheOfficeof
Administration, inconsultationwiththeDirector(s)ofthe
Department(s), willestablishpurchasingproceduresconsistentwith
theusualStatepurchasingprocedures. TheCommissionerwill
cooperatewitheachdepartmenttopurchaseservicesinatimely
mannerthatmeetstheneedsofthoseservedbytheDepartment(s).
TheCommissionermayenactrulesforreviewingandmanaging
contracts,includingtheabilitytowaivebiddingproceduresif
deemedappropriate. Entitiesdisbursingfundsforcommunity
programsarelimitedinthefeestheycancollectbasedonthe
amountoffundsdisbursedfromtheDepartment(s).
