SectionA.Chapter173,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection173.2563,toreadasfollows:
173.2563.1.Thereisherebyestablishedwithinthedepartmentofhigher
2educationandworkforcedevelopmentthe"YouthWorkforceDevelopmentProgram".
3Suchprogramshallprovideparticipantsopportunitiestoentertheworkforceandother
4necessaryskillstobesuccessfulintheworkplace.Thedepartmentshallworkin
5conjunctionwiththedepartmentofsocialservicesandthedepartmentofelementary
6andsecondaryeducationtodeveloptheprogramestablishedunderthissection.
7 2.Asusedinthissection,thefollowingtermsmean:
8 (1)"At-riskyouth",ayouthwhoexperiencessocial,economic,familial,or
9behavioralproblemsthatmakehimorhervulnerabletodelinquencyortheuseof
10illegaldrugs.Riskfactorsthatincreasevulnerabilityinclude,butarenotlimitedto,
11havingthreeormoreschoolsuspensionswithinthesameschoolyear;havingsubstance-
12abusingparentsorfriends;beingthevictimofphysical,sexual,orpsychologicalabuse;
13droppingoutofschool;becomingpregnant;beingeconomicallydisadvantaged;
14experiencingmentalhealthproblems;attemptingsuicide;orbeingarunawayor
15homeless;
16 (2)"Department",thedepartmentofhighereducationandworkforce
17development;
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 (3)"Program",theyouthworkforcedevelopmentprogram;
19 (4)"Youth",apersonwhoisatleasttwelveyearsofagebutundertwenty-one
20yearsofage.
21 3.(1)Tobeeligibletoparticipateintheprogram,participantsshallbe:
22 (a)Youthwhoarecurrentlyinvolvedinthejuvenilejusticesystem,youthwho
23wereinvolvedinthejuvenilejusticesystem,orat-riskyouth;
24 (b)Residentsofacountywithmorethanonemillioninhabitantsoracitynot
25withinacounty;and
26 (c)Referredtotheprogramundersubdivision(1)ofsubsection7ofthissection.
27 (2)Participationintheprogramshallbelimitedinthefirstyeartofivehundred
28participants.
29 4.Thegoalsoftheprogramshallinclude,butarenotlimitedto:
30 (1)Providingjobtrainingandcreatingcertificationprogramsinhigh-demand
31industriesforparticipants.Jobtrainingmayalsoincluderestorativejusticepractices
32andconflictresolutionworkshopsforparticipantswhoarecurrentlyinvolvedinthe
33juvenilejusticesystemorwhowereinvolvedinthejuvenilejusticesystem;
34 (2)Establishinginternshipsandapprenticeshipswithlocalbusinessesfor
35participants;
36 (3)Providingtrainingforlifeskillsandsoftskillsforparticipants.Suchtraining
37shallincludeprogramsdesignedtoprovidetheparticipantwiththeabilityto
38communicateeffectively,workinateamsetting,andmakeinformeddecisions
39regardingmoneyandfinancialservices;
40 (4)Educatingyouthregardinghealthyrelationships,marriage,andfuture
41familyroles;and
42 (5)Fosteringsupportivefamilyenvironmentsandresponsiblecommunity
43engagement.
44 5.Thedepartmentshallprovideassistancetoeachjuveniledetentionfacility
45locatedinacountywithmorethanonemillioninhabitantsoracitynotwithinacounty
46fortheofcreationacenterwithinthefacilitythatwouldprovidethefollowingtoa
47participantbeingheldinthefacility:
48 (1)Vocationaltraining;
49 (2)Highschooldiplomaorgeneraleducationdevelopmentprograms;and
50 (3)Resume-buildingworkshops.
51 6.Thedepartmentshall:
52 (1)Collaboratewithhighschoolstointegratecareerandtechnicaleducation
53programs;
54 (2)Encourage:
HB1449	2 55 (a)Localbusinessestopartnerwithcommunityorganizationstocreate
56workforceopportunitiesforparticipantsintheprogram.Suchbusinessesand
57organizationsshallbelocatedinacountywithmorethanonemillioninhabitantsora
58citynotwithinacounty.Thedepartmentshallworkwithsuchbusinessestohelpthe
59businessesseekpotentialtaxcreditsifthebusinesseshireparticipantsfromthe
60program;and
61 (b)Agenciesandcommunityleaders,nonprofitorganizations,andfaith-based
62organizationslocatedinacountywithmorethanonemillioninhabitantsoracitynot
63withinacountytoprovidebasicneedstoparticipantsintheprogram;and
64 (3)Providecommunityleaders,nonprofitorganizations,andfaith-based
65organizationslocatedinacountywithmorethanonemillioninhabitantsoracitynot
66withinacountywithinformationregardingneighborhoodmentorshipgrantstohelp
67guideparticipantsintheprogram.
68 7.(1)Thefollowingentitiesmayreferayouthtotheprogram:
69 (a)Juvenilecourtsaspartofprobationoradiversionprogram;
70 (b)Thedepartmentofsocialservices;or
71 (c)Aschool,ifapersonwithinthatschoolidentifiesayouthasbeinganat-risk
72youthwhocouldbenefitfromtheprogram.
73 (2)Thedepartmentshalldevelopametrictodeterminecriteriaforparticipation
74intheprogram.
75 8.(1)Thereisherebycreatedinthestatetreasurythe"YouthWorkforce
76DevelopmentProgramFund",whichshallconsistofgifts,bequests,grants,transfers,
77andmoneysappropriatedbythegeneralassembly.Thestatetreasurershallbe
78custodianofthefund.Inaccordancewithsections30.170and30.180,thestatetreasurer
79mayapprovedisbursements.Thefundshallbeadedicatedfundand,upon
80appropriation,moneysinthisfundshallbeusedsolelyfortheprogramestablished
81underthissectionandfortransportation;childcare;mentalhealthservicestosupport
82programparticipants;participantparticipationingeneralyouthengagementactivities,
83sportsfieldtrips,andmentorshipprograms;andstipendsforinternshipsorsponsored
84jobopportunities.
85 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
86remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe
87generalrevenuefund.
88 (3)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras
89otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe
90creditedtothefund.
HB1449	3 91 9.ByOctober1,2026,andeachOctoberfirstthereafter,thedepartment,in
92conjunctionwiththedepartmentofsocialservicesandthedepartmentofelementary
93andsecondaryeducation,shallcreateareportandsubmitthereporttothegovernor,
94speakerofthehouseofrepresentatives,andpresidentprotemporeofthesenate.The
95reportshallcontainthefollowinginformation:
96 (1)Thenumberofparticipantsintheprogram;
97 (2)Theemploymentrateoftheparticipantsaftercompletionoftheprogram;
98 (3)Therecidivismrateofparticipantsintheprogram;
99 (4)Theefficacyoftheprogramwithprojectedgrowthnumbers;and
100 (5)Anyrecommendedchangestotheprogram.
101 10.Indeterminingtheefficacyoftheprogramandanyrecommendedchangesto
102theprogram,thedepartmentmayconsultwiththirdpartiesincluding,butnotlimited
103to,universitiesandresearchorganizations.
104 11.Undersection23.253oftheMissourisunsetact:
105 (1)Theprovisionsofthenewprogramauthorizedunderthissectionshall
106automaticallysunsetsixyearsaftertheeffectivedateofthissectionunlessreauthorized
107byanactofthegeneralassembly;and
108 (2)Ifsuchprogramisreauthorized,theprogramauthorizedunderthissection
109shallautomaticallysunsetsixyearsaftertheeffectivedateofthereauthorizationofthis
110section;and
111 (3)ThissectionshallterminateonSeptemberfirstofthecalendaryear
112immediatelyfollowingthecalendaryearinwhichtheprogramauthorizedunderthis
113sectionissunset.
114 12.Thedepartment,inconjunctionwiththedepartmentofsocialservicesand
115thedepartmentofelementaryandsecondaryeducation,shallpromulgateallnecessary
116rulesandregulationsfortheadministrationofthissection.Anyruleorportionofa
117rule,asthattermisdefinedinsection536.010,thatiscreatedundertheauthority
118delegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandissubjectto
119alloftheprovisionsofchapter536and,ifapplicable,section536.028.Thissectionand
120chapter536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
121pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul
122arulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthority
123andanyruleproposedoradoptedafterAugust28,2025,shallbeinvalidandvoid.
