27mentaldiseaseordefectofanyoffensereferencedinsection589.414;
28 (5)Anyjuvenilecertifiedasanadultandtransferredtoacourtofgeneraljurisdiction
29whohasbeenadjudicatedforanoffenselistedundersection589.414;
30 (6)Anyjuvenilefourteenyearsofageorolderatthetimeoftheoffensewhohas
31beenadjudicatedforanoffensewhichisequaltoormoreseverethanaggravatedsexualabuse
32under18U.S.C.Section2241,whichshallincludeanyattemptorconspiracytocommitsuch
33offense;
34 (7)Anypersonwhoisaresidentofthisstatewhohas,sinceJuly1,1979,beenoris
35hereafteradjudicatedinanyotherstate,territory,theDistrictofColumbia,orforeigncountry,
36orunderfederal,tribal,ormilitaryjurisdictionforanoffensewhich,ifcommittedinthisstate,
37wouldconstituteanoffenselistedundersection589.414,orhasbeenorisrequiredtoregister

47 2.Anypersontowhomsections589.400to589.425applyshall,withinthreebusiness
48daysofadjudication,releasefromincarceration,orplacementuponprobation,registerwith
49thechieflawenforcementofficialofthecountyorcitynotwithinacountyinwhichsuch
50personresidesunlesssuchpersonhasalreadyregisteredinthatcountyforthesameoffense.
51Foranyjuvenileundersubdivision(6)ofsubsection1ofthissection,withinthreebusiness
52daysofadjudicationorreleasefromcommitmenttothedivisionofyouthservices,the
53departmentofmentalhealth,orotherplacement,suchjuvenileshallregisterwiththechief
54lawenforcementofficialofthecountyorcitynotwithinacountyinwhichheorsheresides
55unlessheorshehasalreadyregisteredinsuchcountyorcitynotwithinacountyforthesame
56offense.Anypersontowhomsections589.400to589.425applyifnotcurrentlyregisteredin
57theircountyofresidenceshallregisterwiththechieflawenforcementofficialofsuchcounty
58orcitynotwithinacountywithinthreebusinessdays.Thechieflawenforcementofficial
59shallforwardacopyoftheregistrationformrequiredbysection589.407toacity,town,
60village,orcampuslawenforcementagencylocatedwithinthecountyofthechieflaw
61enforcementofficial.
62 3.Theregistrationrequirementsofsections589.400through589.425shallbeas
63providedundersubsection4ofthissectionunless:
64 (1)Alloffensesrequiringregistrationarereversed,vacated,orsetaside;
65 (2)Theregistrantisnolongerrequiredtoregisterandhisorhernameshallbe
66removedfromtheregistryundertheprovisionsofsection589.414;or
67 (3)Thecourtorderstheremovalorexemptionofsuchpersonfromtheregistryunder
68section589.401.
69 4.Theregistrationrequirementsshallbeasfollows:

106nonsexualchildabusethatwascommittedundersection568.060,orkidnappingofa
107nonsexualnaturewhenthevictimwasachildandheorshewastheparentorguardianofthe
108childshallberemovedfromtheregistry.However,suchpersonshallremainonthesexual
109offenderregistryforanyotheroffenseforwhichheorsheisrequiredtoregisterunder
110sections589.400to589.425.
HB1471	4 111 9.Thefollowingpersonsshallbeexemptfromregisteringasasexualoffenderupon
112petitiontothecourtofjurisdictionundersection589.401;exceptthat,suchpersonshall
113remainonthesexualoffenderregistryforanyotheroffenseforwhichheorsheisrequiredto
114registerundersections589.400to589.425:
115 (1)Anypersoncurrentlyonthesexualoffenderregistryorwhootherwisewouldbe
116requiredtoregisterforasexualoffenseinvolving:
117 (a)Sexualconductwherenoforceorthreatofforcewasdirectedtowardthevictimor
118anyotherindividualinvolved,ifthevictimwasanadult,unlesstheadultwasunderthe
119custodialauthorityoftheoffenderatthetimeoftheoffense;or
120 (b)Sexualconductwherenoforceorthreatofforcewasdirectedtowardthevictim,
