FISCAL ANALYSIS
ASSUMPTION
Section 42.300 - Funding for a memorial or museum dedicated to veterans in Perry County
Officials from the Department of Public Safety - Missouri Veterans Commission (MVC) 
state assuming the appropriation currently called for in HB 20 at section 20.997 is passed as 
currently proposed, MVC anticipates no fiscal impact from this bill for the upcoming fiscal year.  
However, the bill amends section 42.300 RSMo, to create authority within the Veterans 
Commission Capital Improvement Fund (VCCITF) to fund a veterans memorial or museum in 
any county meeting the demographic specifications set forth in the bill and would remain in 
place until subsequently amended or rescinded.  
With such being the case, MVC estimates a potential negative fiscal impact of at least $500,000 
in fiscal years beyond the upcoming fiscal year from this bill.  Currently, MVC is unable to 
satisfy the statutory requirements of section 42.300.1 (1) – (4), and (7) due to current cash flow 
constraints, so implementation of this bill could further burden an insolvent fund in fiscal years 
beyond the upcoming fiscal year.
Oversight notes that per the guidelines of §42.300.8; Perry County is the only county within the 
state that meets both the county population requirements (more than 17,600 but fewer than 
19,000 inhabitants) and the county seat population requirements (more than 8,000 but fewer than 
10,000 inhabitants).
Oversight notes the funding of this legislation is subject to appropriation. Oversight assumes a 
negative fiscal impact of zero (no appropriation) Up to $500,000 to the Veterans Commission 
Capital Improvement Fund (0304) for FY 2026, FY 2027 and FY 2028.
Officials from the Office of Administration - Budget and Planning (B&P) state that there is a 
$3.5M Budget Stabilization Fund appropriation in the FY 25 ARPA budget (HB 20.997) that 
dedicates funding for this purpose through the Missouri National Guard.
B&P further notes that this proposal would allow the Veterans Commission Capital 
Improvement Trust Fund to be used for a veterans memorial in Perry County. This will impose 
costs up to $500,000 subject to appropriation. This will not impact Total State Revenue.
Officials from the Missouri National Guard (MONG) state that there is no fiscal impact. Upon 
further discussion, the MONG stated that last year there was money put into the FY2025 budget 
in the HB2020 ARPA bill for MONG to pass through.  Section 20.998 provides $1,000,000 for 
the Churchill Museum.  Section 20.997 provides $3,500,000 for the Veteran’s Memorial in Perry 
County.  Neither private entity has contacted the MONG to draw down the FY2025 funding.   L.R. No. 3113H.01I

Officials from the Office of the State Treasurer, the City of Kansas City, the City of 
O’Fallon, and the City of Osceola
respective organizations. Oversight does not have any information to the contrary. Therefore, 
Oversight will reflect a zero impact in the fiscal note for these agencies.  
Rule Promulgation
Officials from the Joint Committee on Administrative Rules assume this proposal is not 
anticipated to cause a fiscal impact beyond its current appropriation. 
Officials from the Office of the Secretary of State (SOS) note many bills considered by the 
General Assembly include provisions allowing or requiring agencies to submit rules and 
regulations to implement the act. The SOS is provided with core funding to handle a certain 
amount of normal activity resulting from each year's legislative session. The fiscal impact for 
this fiscal note to the SOS for Administrative Rules is less than $5,000. The SOS recognizes that 
this is a small amount and does not expect that additional funding would be required to meet 
these costs. However, the SOS also recognizes that many such bills may be passed by the 
General Assembly in a given year and that collectively the costs may be in excess of what the 
office can sustain with its core budget. Therefore, the SOS reserves the right to request funding 
for the cost of supporting administrative rules requirements should the need arise based on a 
review of the finally approved bills signed by the governor.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
FISCAL DESCRIPTION
This bill provides that funds totaling no more than $500,000 from the Veterans Commission 
Capital Improvement Trust Fund will be used for the restoration, renovation, and maintenance of 
a memorial or museum dedicated to Missouri and United States veterans in Perry County.
This legislation is not federally mandated, would not duplicate any other program and would not 
require additional capital improvements or rental space.
