BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Sections559.301,559.311,559.321,and559.331,RSMo,arerepealed,to
2readasfollows:
[559.301.Thereisherebycreated,ineachjudicialcircuitofthisstate
2 composedofasinglecountyofthesecondclass,aboardofparoles,tobe
3 knownassuch,andconsistingofthecircuitjudgesofthecircuitcourtofthe
4 countysocomposingsuchjudicialcircuit.Thecircuitjudgeofthatdivisionof
5 thecircuitcourttowhichhasbeenassigned,forthetimebeing,thedutyof
6 tryingcriminalcases,shallbeexofficiochairman,andtheclerkofthecircuit
7 courtshallbeexofficioclerkofsaidboardofparoles.Suchboardofparoles
8 isherebyempoweredandauthorizedtoconsider,grant,revoke,alter,or
9 terminateparolesandtoexerciseallthepowershereingrantedandsuchother
10 powersasmaybeprovidedbylaw.]
[559.311.Theboardshallhavepowertomakeallneededrulesand
2 regulationsconcerningtermsandconditionsofparoleandapplicationsfor
3 paroleashereinprovided,butnoformalortechnicalformofapplication
4 thereforshallberequired.Theboardsoconstitutedshallholdregular
5 meetingsatleastonceineachweekandmoreofteniftheyshalldeemit
6 necessary,andallrecords,hearingsandproceedingsoftheboardshallbe
7 publicandopentotheinspectionofthepublic.Whenevereitherofthe
8 membersoftheboardofparolefromanycauseshallbeunabletobepresentat
9 anymeetingormeetingsoftheboardtheattorneysofthecourtwhoare
10 presentbutnotlessinnumberthanfivemayelectoneofitsmembersthenin
11 attendancehavingthequalificationsofacircuitjudgetoactasatemporary
