2thereof,tobeknownassection210.860,toreadasfollows:
210.860.1.(1)Afteraquestionsubmittedtothevotersunderthissubsection
2hasbeenapprovedbythevotersasprovidedinthissubsection,thegoverningbodyofany
3countyorcitynotwithinacounty[may,aftervoterapprovalpursuanttothissection,] shall
4levyataxnottoexceedtwenty-fivecentsoneachonehundreddollarsofassessedvaluation
5ontaxablepropertyinthecountyforthepurposeofprovidingcounseling,familysupport,and
6temporaryresidentialservicestopersonseighteenyearsofageorlessandthoseservices
7describedinsection210.861.
8 (2)Thequestionshallbesubmittedtothequalifiedvotersofthecountyorcitynot
9withinacountyatacountyorstategeneral,primary, orspecialelection:
10 (a)Uponthemotionofthegoverningbodyofthecountyorcitynotwithinacounty;

12 (b)Uponthepetitionofeightpercentofthequalifiedvotersofthecountydetermined
13onthebasisofthenumberofvotescastforgovernorinsuchcountyorcitynotwithina
14countyatthelastgubernatorialelectionheldpriortothefilingofthepetition.
