Thisbillamendsprovisionsrelatedtothesexoffenderregistryso
thatindividualswhoqualifyforexemptionfromtheregistrymust
petitionthecourttobeexemptfromregistrationrequirements.
Currently,offendersrequiredtoregisterastierIIIoffenderson
thesexualoffenderregistrycannotfileapetitiontoberemoved
fromtheregistryandarerequiredtoregisterfortheirlifetime.
Thisbilladdstothoserequiredtoregisterfortheirlifetime
thoserequiredtoregisterunderfederallawandthosewhoare
requiredtoregisterasaresultofanoffensethatwassexualin
natureandcommittedagainstaminororagainstanincapacitated
person.
Thebillrequirestheofficialinchargeofacorrectional
facility,privatejail,ormentalhealthfacilitytoenteran
offender'sregistrationinformationintothestate'ssexoffender
registrationsystemratherthanforwardingtheinformationtothe
HighwayPatrolandthechieflawenforcementofficialofthecounty
orofSt.LouisCitywheretheoffenderwillresideupondischarge,
parole,orrelease. Ifapersoniscurrentlyaregisteredsex
offenderandisdetainedinacorrectionalfacility,privatejail,
ormentalhealthinstitution,theofficialinchargeofthe
facility,jail,orinstitutionmustinformthechieflaw
enforcementofficialofthecountyorofSt.LouisCitywherethe
offenderisregisteredoftheoffender'srelease. Beforereleasing
anoffender,theofficialinchargeofafacility,jail,or
institutionmustverifywhethertheoffenderiscurrentlya
registeredsexoffenderand,ifso,thechieflawenforcement
officialwheretheoffenderisregisteredmustensurethe
offender'sstatusisproperlyupdatedintheregistry.
Thebillalsomovesmultipleoffensescurrentlylistedunderthe
tierIortierIIregistrationrequirementstothetierIII
registrationrequirements,anditaddsmultipleoffensestoeachof
thetiers.Allthemovedoffensesaresexualinnatureandinvolve
aminorasthevictim.
