160.482.1.Asusedinthissection,thefollowingtermsmean:
2 (1)"Automatedexternaldefibrillator"or"AED",alightweight,portabledevice
3that:
4 (a)Isusedtoadministeranelectricshockthroughthechestwalltotheheart;
5 (b)Hasbuilt-incomputerswithinthedevicetoassessthepatient'sheartrhythm,
6determinewhetherdefibrillationisneeded,andadministertheshock;
7 (c)Hasaudibleorvisualprompts,orboth,toguidetheuserthroughtheprocess;
8 (d)HasreceivedapprovalfromtheU.S.FoodandDrugAdministrationofits
9pre-marketmodificationfiledunder21U.S.C.Section360(k),asamended;
10 (e)Iscapableofrecognizingthepresenceorabsenceofventricularfibrillation
11andrapidventriculartachycardiaandiscapableofdeterminingwithoutintervention
12byanoperatorwhetherdefibrillationshouldbeperformed;and
13 (f)Upondeterminingdefibrillationshouldbeperformed,eitherautomatically
14chargesanddeliversanelectricalimpulsetoanindividual'sheartorchargesand
15deliversanelectricalimpulseatthecommandoftheoperator;

35stepsaproviderisrequiredtofollowinassessingandtreatingapatient;
36 (8)"Publicschool",thesamedefinitionasinsection160.011;
37 (9)"Schoolcampus",anypublicschoolbuildingorclusterofbuildings,and
38groundsaroundsuchpublicschoolbuildingorclusterofbuildings,usedforanypublic

55 2.Forthe2026-27schoolyearandallsubsequentschoolyears,eachpublic
56schoolshalldevelopandimplementacardiacemergencyresponseplanthataddresses
57theappropriateuseofschoolpersonneltorespondtoincidentsinvolvinganindividual
58experiencingsuddencardiacarrestorasimilarlife-threateningemergencywhileona
59schoolcampus.
60 3.Membersofeachpublicschool'sadministrationshallcoordinatedirectlywith
61localemergencyservicesproviderstointegratethepublicschool'scardiacemergency
62responseplanintothelocalemergencyservicesproviders'protocols.Acardiac
63emergencyresponseplanshallintegrateevidence-basedcoreelements,suchasthose
64recommendedbytheAmericanHeartAssociationguidelines,ProjectADAM,or
65anothersetofnationallyrecognized,evidence-basedstandardsorcoreelements.
66 4.Thecardiacemergencyresponseplanshallintegrate,ataminimum,the
67followingcoreelements:
68 (1)Establishmentofacardiacemergencyresponseteam;
69 (2)Activationoftheteaminresponsetoasuddencardiacarrest;
70 (3)ImplementationofAEDplacementandroutinemaintenancethroughoutthe
71schoolcampus;
72 (4)Disseminationoftheplanthroughouttheschoolcampus;
73 (5)MaintenanceofongoingstafftraininginCPRandAEDuse;
74 (6)Practiceofthecardiacemergencyresponseplanusingdrillsannually;
75 (7)Integrationoftheplanintothelocalemergencyservicesproviders'protocols;
76and
77 (8)Bothannualandcontinuousreviewsandevaluationsoftheplan.
78 5.AppropriateAEDplacementshallbedictatedbythecardiacemergency
79responseplanandinaccordancewithguidelinessetbytheAmericanHeartAssociation
80ornationallyrecognizedguidelinesfocusedonemergencycardiovascularcare.AnAED
81shouldbeidentifiedwithappropriatesignageandisonsiteorplacedandmadeavailable
82inanunlockedlocationonschoolproperty.
83 6.Forschoolswithanathleticdepartmentororganizedschoolathleticprogram,
84anAEDshallbeclearlymarkedandeasilyaccessibleinanunlockedlocationateach
85schoolathleticvenueandevent.TheAEDshallbeaccessibleduringtheschooldayand
86anyschool-sponsoredathleticeventorteampracticeinwhichpupilsoftheschoolare
87participating.AnAEDshouldbeplacedonavictimwithinthreeminutes.
HB232	3 88 7.Appropriateschoolpersonnelshallbecertifiedinfirstaid,CPR,andAEDuse
89thatfollowevidence-basedguidelinessetforthbytheAmericanHeartAssociationor
90nationallyrecognizedguidelinesfocusedonemergencycardiovascularcare.Theschool
91personnelrequiredtobecertifiedshallbedeterminedbythecardiacemergency
92responseplanandshallinclude,butnotbelimitedto,athleticscoaches,schoolnurses,
93andathletictrainers.
