Beginningwiththe2026-27schoolyear,andallsubsequentschool
years,thisbillrequireseverypublicschooltodevelopand
implementacardiacemergencyresponseplanthataddressesthe
appropriateuseofschoolpersonneltorespondtoincidents
involvinganindividualexperiencingsuddencardiacarrestora
similarlife-threateningemergencywhileonaschoolcampus.A
publicschoolwithanathleticdepartmentororganizedathletic
programmustdevelopandimplementaplanspecifictolife-
threateningemergenciesthatmayoccuratanextracurricular event
orschool-sponsoredeventoncampus.
Membersofeachpublicschool'sadministration willcoordinatewith
localemergencyservicesproviderstointegratethepublicschool's
cardiacemergencyresponseplanintothelocalemergencyservices
providers'protocols. Acardiacemergencyresponseplanmust
integrateevidence-basedcoreelements,suchasthoserecommended
bytheAmericanHeartAssociationguidelines,ProjectADAM,or
anothersetofnationallyrecognized,evidence-basedstandardor
coreelements.
Thebillspecifiescertainguidelinesthatacardiacemergency
responseplanmustintegrate,includingtheestablishmentofa
cardiacemergencyresponseteamandtheplacementofautomated
externaldefibrillators (AEDs)throughouttheschoolcampus.
AppropriateAEDplacementwillbedictatedbythecardiacemergency
responseplanandinaccordancewithguidelinessetbytheAmerican
HeartAssociationoranothersetofnationallyrecognized
guidelines.
Appropriateschoolpersonnelwillbetrainedinfirstaid,CPR,and
AEDusefollowingevidence-basedguidelinessetforthbythe
AmericanHeartAssociationornationallyrecognizedguidelines.
Theschoolpersonnelrequiredtobetrainedwillbedeterminedby
thecardiacemergencyresponseplanandinclude,butnotbelimited
to,athleticscoaches,schoolnurses,andathletictrainers.
ThisbillissimilartoHB1991andSB1032(2024).
