Beginningwiththe2026-27schoolyear,andallsubsequentschool
years,thisbillrequireseverypublicschooltodevelopand
implementacardiacemergencyresponseplanthataddressesthe
appropriateuseofschoolpersonneltorespondtoincidents
involvinganindividualexperiencingsuddencardiacarrestora
similarlife-threateningemergencywhileonaschoolcampus.A
publicschoolwithanathleticdepartmentororganizedathletic
programmustdevelopandimplementaplanspecifictolife-
threateningemergenciesthatmayoccuratanextracurricular event
orschool-sponsoredeventoncampus.
Membersofeachpublicschool'sadministration willcoordinatewith
localemergencyservicesproviderstointegratethepublicschool's
cardiacemergencyresponseplanintothelocalemergencyservices
providers'protocols. Acardiacemergencyresponseplanmust
integrateevidence-basedcoreelements,suchasthoserecommended
bytheAmericanHeartAssociationguidelines,ProjectADAM,or
anothersetofnationallyrecognized,evidence-basedstandardor
coreelements.
Thebillspecifiescertainguidelinesthatacardiacemergency
responseplanmustintegrate,includingtheestablishmentofa
cardiacemergencyresponseteamandtheplacementofautomated
externaldefibrillators (AEDs)throughouttheschoolcampus.
AppropriateAEDplacementwillbedictatedbythecardiacemergency
responseplanandinaccordancewithguidelinessetbytheAmerican
HeartAssociationoranothersetofnationallyrecognized
guidelines.
Appropriateschoolpersonnelwillbetrainedinfirstaid,CPR,and
AEDusefollowingevidence-basedguidelinessetforthbythe
AmericanHeartAssociationornationallyrecognizedguidelines.
Theschoolpersonnelrequiredtobetrainedwillbedeterminedby
thecardiacemergencyresponseplanandinclude,butnotbelimited
to,athleticscoaches,schoolnurses,andathletictrainers.
Thisbillrequiresschooldistrictsandcharterschoolstoadopta
comprehensiveemergencyoperationsplantoaddressschoolsafety,
crises,andemergencyoperations. Theplanwillbesharedwith
locallawenforcement,fireprotectionservicesandemergency
management. Schoolsmustensureaphysicalsecuritysite
assessmentannuallyandtheDepartmentofElementaryandSecondary Education(DESE)willdevelopstandardsfortheemergencyoperation
plans.
Thebillrequiresthat,beginningJuly1,2026,theStateBoardof
Education(SBE)modifyschoolsafetycriteriaintheMissouri
SchoolImprovementProgramtorequireaprimaryandsecondary
schoolsafetycoordinatortocompletetheFederalEmergency
ManagementAdministration's (FEMA)IncidentCommandSystemtraining
coursesoranysuccessorcoursecreatedbyFEMAtoreplacethe
IncidentCommandSystemcourseortheIncidentCommandSystem(ICS)
forSchoolscourseprovidedbytheMissouriSchoolBoards'
Association'sCenterforEducationSafety(CES)oritssuccessor
coursecreatedbyCES,withinoneyearofbeingdesignateda
coordinator.
Thebillrequiresthatschooldistrictsandcharterschoolsequip
eachinteriordoorwithananti-intruderdoorlockandeach
exteriordoorwithbullet-resistantwindowfilm.Thisrequirement
issubjecttoappropriations tocoverallcosts;however,aschool
mayreceivedonations,asspecifiedinthebill.
Anyexteriororinteriordoororentrywayinstalledafterthe
effectivedateoftheseprovisionsmustbeequipped,asspecified
inthebill,and,byJuly1,2029,allschoolsmusthaveall
existingdoors,bothexteriorandinterior,equippedperthe
specifications inthebills,anddevelopandimplementpolicies
relatingtoaccesstoindividualclassroomsandrequirethatdoors
withwindowsbeequippedwithmaterialtocoverwindowsduringa
buildinglockdown. Classroomdoorswithwindowsandadjoining
sidelightsmustbeequippedwithmaterialthatconcealsstudents
andstaffinalockdownwhilemaintainingsomelimitedvisibility
intotheroomforfirstresponders.
Thebillrequiresbehavioralriskassessmentstobeincludedinthe
recordstoberequestedbyschoolofficialswhenenrollingapupil.
Currently,schooldistrictsmustbenotifiedifapetitionisfiled
injuvenilecourtwithspecificallegations. Thisbillexpandsthe
currentrequirementstoalsoincludewhenachargeorindictmentis
filed,addstheprosecutortothelistofrequirednotifiers,and
requiresthenoticetobewithin24hoursandreducesthe
requirementforasummaryoffactsfromfivedaystotwobusiness
daysfollowingthecasedisposition. Thebillallowsschool
districtstorequestaninjunctiontoexcludestudentsfrom
educationalservicesifthereisalikelihoodofdangertothe
safetyofpupilsoremployeesintheschooldistrict. The
informationcanbeusedtoprovideanalternativeenvironmentfor
thestudent'seducationalservices. Thisbillauthorizeddistrictsandcharterschoolstoenterinto
writtenagreementswithlawenforcementonproceduresforreporting
criminaloffensesspecifiedinthebillandallowsforcertain
offensesforstudentsunder11yearsofagetobereportedtothe
Children'sDivision,withintheDepartmentofSocialServices.
Thebillrequiresschooldistrictstoprohibitanyzero-tolerance
disciplinarypolicy.Zero-tolerancedisciplinethatresultsinan
automaticdisciplinaryconsequencewithoutreviewingeachpupilin
acasebycasemannerisprohibited.
Thebillrequiresthatcardiopulmonary resuscitationtrainingbe
requiredforschooldistrictandcharterschoolemployees.
Thisbillrequiresthat,beginninginthe2026-27schoolyear,all
teacherandschoolemployeetrainingincludethespecified
componentsrelatedtopotentialthreats,safetyhazards,andother
emergencies. Schoolselectingtoprovidethetrainingmustdoin
accordancewiththescheduleestablishedinSection168.331.
Currently,publicschoolsarerequiredtofosteranenvironment
wherestudentsfeelcomfortablereportingapotentiallythreatening
ordangeroussituationtoanadult.Thisbilladdstherequirement
thatschoolsmustannuallyprovideage-appropriateinformationon
theMissouriStateHighwayPatrol'sCourage2ReportMO reporting
mechanism. Beginningwiththe2026-27schoolyear,schoolsmust
annuallyholdactiveshooterexercisesinwhichstudents,teachers,
andschoolemployeesparticipateinandpracticetheproceduresfor
safetyandprotectiontobeimplementedwhenanactiveshooteris
present.
