SectionA.Sections301.130and301.147,RSMo,arerepealedandtwonewsections
2enactedinlieuthereof,tobeknownassections301.130and301.147,toreadasfollows:
301.130.1.Thedirectorofrevenue,uponreceiptofaproperapplicationfor
2registration,requiredfeesandanyotherinformationwhichmayberequiredbylaw,shall
3issuetotheapplicantacertificateofregistrationinsuchmannerandformasthedirectorof
4revenuemayprescribeandasetoflicenseplates,orotherevidenceofregistration,as
5providedbythissection.Eachsetoflicenseplatesshallbearthenameorabbreviatedname
6ofthisstate,thewords"SHOW-MESTATE",themonthandyearinwhichtheregistration
7shallexpire,andanarrangementofnumbersorletters,orboth,asshallbeassignedfromyear
8toyearbythedirectorofrevenue.Theplatesshallalsocontainfullyreflectivematerialwith
9acommoncolorschemeanddesignforeachtypeoflicenseplateissuedpursuanttothis
10chapter.Theplatesshallbeclearlyvisibleatnight,andshallbeaestheticallyattractive.
11Specialplatesforqualifieddisabledveteranswillhavethe"DISABLEDVETERAN"
12wordingonthelicenseplatesinpreferencetothewords"SHOW-MESTATE"andspecial
13platesformembersoftheNationalGuardwillhavethe"NATIONALGUARD"wordingin
14preferencetothewords"SHOW-MESTATE".
15 2.Thearrangementoflettersandnumbersoflicenseplatesshallbeuniform
16throughouteachclassificationofregistration.Thedirectormayprovideforthearrangement
17ofthenumbersingroupsorotherwise,andforotherdistinguishingmarksontheplates.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 3.Allproperty-carryingcommercialmotorvehiclestoberegisteredatagrossweight
19inexcessoftwelvethousandpounds,allpassenger-carryingcommercialmotorvehicles,local
20transitbuses,schoolbuses,trailers,semitrailers,motorcycles,motortricycles,autocycles,
21motorscooters,anddriveawayvehiclesshallberegisteredwiththedirectorofrevenueas
22providedforinsubsection3ofsection301.030,orwiththestatehighwaysandtransportation
23commissionasotherwiseprovidedinthischapter,butonlyonelicenseplateshallbeissued
24foreachsuchvehicle,exceptasprovidedinthissubsection.Theapplicantforregistrationof
25anyproperty-carryingcommercialvehicleregisteredatagrossweightinexcessoftwelve
26thousandpoundsmayrequestandbeissuedtwolicenseplatesforsuchvehicle,andifsuch
27platesareissued,thedirectorofrevenueshallprovidefordistinguishingmarksontheplates
28indicatingoneplateisforthefrontandtheotherisfortherearofsuchvehicle.Thedirector
29mayassessandcollectanadditionalchargefromtheapplicantinanamountnottoexceedthe
30feeprescribedforpersonalizedlicenseplatesinsubsection1ofsection301.144.
31 4.Theplatesissuedtomanufacturersanddealersshallbearthelettersandnumbersas
32prescribedbysection301.560,andthedirectormayplaceupontheplatesotherlettersor
33markstodistinguishcommercialmotorvehiclesandtrailersandothertypesofmotor
34vehicles.
35 5.Nomotorvehicleortrailershallbeoperatedonanyhighwayofthisstateunlessit
36shallhavedisplayedthereonthelicenseplateorsetoflicenseplatesissuedbythedirectorof
37revenueorthestatehighwaysandtransportationcommissionandauthorizedbysection
38301.140.Eachsuchplateshallbesecurelyfastenedtothemotorvehicleortrailerinamanner
39sothatallpartsthereofshallbeplainlyvisibleandreasonablycleansothatthereflective
40qualitiesthereofarenotimpaired.Eachsuchplatemaybeencasedinatransparentcoverso
41longastheplateisplainlyvisibleanditsreflectivequalitiesarenotimpaired.Licenseplates
42shallbefastenedtoallmotorvehiclesexcepttrucks,tractors,trucktractorsortruck-tractors
43licensedinexcessoftwelvethousandpoundsonthefrontandrearofsuchvehiclesnotless
44thaneightnormorethanforty-eightinchesabovetheground,withthelettersandnumbers
45thereonrightsideup.Thelicenseplatesontrailers,motorcycles,motortricycles,autocycles,
46andmotorscootersshallbedisplayedontherearofsuchvehicleseitherhorizontallyor
47vertically,withthelettersandnumbersplainlyvisible.Thelicenseplateonbuses,otherthan
48schoolbuses,andontrucks,tractors,trucktractorsortruck-tractorslicensedinexcessof
49twelvethousandpoundsshallbedisplayedonthefrontofsuchvehiclesnotlessthaneight
50normorethanforty-eightinchesabovetheground,withthelettersandnumbersthereonright
51sideuporiftwoplatesareissuedforthevehiclepursuanttosubsection3ofthissection,
52displayedinthesamemanneronthefrontandrearofsuchvehicles.Thelicenseplateor
53platesauthorizedbysection301.140,whenproperlyattached,shallbeprimafacieevidence
54thattherequiredfeeshavebeenpaid.
HB247	2 55 6.(1)Thedirectorofrevenueshallissueannuallyorbienniallyataborsetoftabsas
56providedbylawasevidenceoftheannualpaymentofregistrationfeesandthecurrent
57registrationofavehicleinlieuofthesetofplates.BeginningJanuary1,2010,thedirector
58mayprescribeanyadditionalinformationrecordedonthetabortabstoensurethatthetabor
59tabspositivelycorrelatewiththelicenseplateorplatesissuedbythedepartmentofrevenue
60forsuchvehicle.Suchtabsshallbeproducedineachlicensebureauoffice.
61 (2)Thevehicleownertowhomataborsetoftabsisissuedshallaffixanddisplay
62suchtabortabsinthedesignatedareaofthelicenseplate,nomorethanoneperplate.
63 (3)Ataborsetoftabsissuedbythedirectorofrevenuewhenattachedtoavehiclein
64theprescribedmannershallbeprimafacieevidencethattheregistrationfeeforsuchvehicle
65hasbeenpaid.
66 (4)Exceptasotherwiseprovidedinthissection,thedirectorofrevenueshallissue
67platesforaperiodofatleastsixyears.
68 (5)Forthosecommercialmotorvehiclesandtrailersregisteredpursuanttosection
69301.041,theplateissuedbythehighwaysandtransportationcommissionshallbea
70permanentnonexpiringlicenseplateforwhichnotabsshallbeissued.Nothinginthissection
71shallrelievetheownerofanyvehiclepermanentlyregisteredpursuanttothissectionfromthe
72obligationtopaytheannualregistrationfeedueforthevehicle.Thepermanentnonexpiring
73licenseplateshallbereturnedtothehighwaysandtransportationcommissionuponthesaleor
74disposalofthevehiclebytheownertowhomthepermanentnonexpiringlicenseplateis
75issued,ortheplatemaybetransferredtoareplacementcommercialmotorvehiclewhenthe
76ownerfilesasupplementalapplicationwiththeMissourihighwaysandtransportation
77commissionfortheregistrationofsuchreplacementcommercialmotorvehicle.Upon
78paymentoftheannualregistrationfee,thehighwaysandtransportationcommissionshall
79issueacertificateofregistrationorothersuitableevidenceofpaymentoftheannualfee,and
80suchevidenceofpaymentshallbecarriedatalltimesinthevehicleforwhichitisissued.
81 (6)Uponthesaleordisposalofanyvehiclepermanentlyregisteredunderthissection,
82orupontheterminationofaleaseofanysuchvehicle,thepermanentnonexpiringplateissued
83forsuchvehicleshallbereturnedtothehighwaysandtransportationcommissionandshall
84notbevalidforoperationofsuchvehicle,ortheplatemaybetransferredtoareplacement
85vehiclewhentheownerfilesasupplementalapplicationwiththeMissourihighwaysand
86transportationcommissionfortheregistrationofsuchreplacementvehicle.Ifavehiclewhich
87ispermanentlyregisteredunderthissectionissold,wreckedorotherwisedisposedof,orthe
88leaseterminated,theregistrantshallbegivencreditforanyunusedportionoftheannual
89registrationfeewhenthevehicleisreplacedbythepurchaseorleaseofanothervehicle
90duringtheregistrationyear.

92providedbylawasevidenceofthepaymentofregistrationfeesandthecurrent
93registrationofavehicleinlieuofthesetofplatestomotorvehicleownerselectingafive-
94yearregistrationundersubsection2ofsection302.147.
95 8.Thedirectorofrevenueandthehighwaysandtransportationcommissionmay
96prescriberulesandregulationsfortheeffectiveadministrationofthissection.Noruleor
97portionofarulepromulgatedundertheauthorityofthissectionshallbecomeeffectiveunless
98ithasbeenpromulgatedpursuanttotheprovisionsofsection536.024.
99 [8.]9.Notwithstandingtheprovisionsofanyotherlawtothecontrary,ownersof
100motorvehiclesotherthanapportionedmotorvehiclesorcommercialmotorvehicleslicensed
101inexcessoftwenty-fourthousandpoundsgrossweightmayapplyforspecialpersonalized
102licenseplates.Vehicleslicensedfortwenty-fourthousandpoundsthatdisplayspecial
103personalizedlicenseplatesshallbesubjecttotheprovisionsofsubsections1and2ofsection
104301.030.OnandafterAugust28,2016,ownersofmotorvehicles,otherthanapportioned
105motorvehiclesorcommercialmotorvehicleslicensedinexcessoftwenty-fourthousand
106poundsgrossweight,mayapplyforanypreexistingorhereafterstatutorilycreatedspecial
107personalizedlicenseplates.
108 [9.]10.NolaterthanJanuary1,2019,thedirectorofrevenueshallcommencethe
109reissuanceofnewlicenseplatesofsuchdesignasapprovedbytheadvisorycommitteeunder
110section301.125consistentwiththeterms,conditions,andprovisionsofsection301.125and
111thischapter.Exceptasotherwiseprovidedinthissection,inadditiontoallotherfees
112requiredbylaw,applicantsforregistrationofvehicleswithlicenseplatesthatexpireduring
113theperiodofreissuance,applicantsforregistrationoftrailersorsemitrailerswithlicense
114platesthatexpireduringtheperiodofreissuanceandapplicantsforregistrationofvehicles
115thataretobeissuednewlicenseplatesduringtheperiodofreissuanceshallpaythecostof
116theplatesrequiredbythissubsection.Theadditionalcostprescribedinthissubsectionshall
117notbechargedtopersonsreceivingspeciallicenseplatesissuedundersection301.073or
118301.443.Historicmotorvehiclelicenseplatesregisteredpursuanttosection301.131and
119specializedlicenseplatesareexemptfromtheprovisionsofthissubsection.Exceptfornew,
120replacement,andtransferapplications,permanentnonexpiringlicenseplatesissuedto
121commercialmotorvehiclesandtrailersregisteredundersection301.041areexemptfromthe
122provisionsofthissubsection.
301.147.1.Notwithstandingtheprovisionsofsection301.020tothecontrary,
2beginningJuly1,2000,thedirectorofrevenuemayprovideownersofmotorvehicles,other
3thancommercialmotorvehicleslicensedinexcessoffifty-fourthousandpoundsgross
4weight,theoptionofbienniallyregisteringmotorvehicles.Anyvehiclemanufacturedasan
5even-numberedmodelyearvehicleshallberenewedeacheven-numberedcalendaryearand

7odd-numberedcalendaryear,subjecttothefollowingrequirements:
8 (1)Thefeecollectedatthetimeofbiennialregistrationshallincludetheannual
9registrationfeeplusaprorataamountfortheadditionaltwelvemonthsofthebiennial
10registration;
11 (2)Presentationofalldocumentationotherwiserequiredbylawforvehicle
12registrationincluding,butnotlimitedto,apersonalpropertytaxreceiptorcertifiedstatement
13fortheprecedingyearthatnosuchtaxesweredueassetforthinsection301.025,proofofa
14motorvehiclesafetyinspectionandanyapplicableemissioninspectionconductedwithin
15sixtydayspriortothedateofapplicationandproofofinsuranceasrequiredbysection

17 2.Notwithstandingtheprovisionsofsection301.020tothecontrary,beginning
18January1,2026,thedirectorofrevenuemayprovideownersofmotorvehicleswitha
19modelyearofmanufacturethatislessthanfiveyearsold,otherthancommercialmotor
20vehicleslicensedinexcessoffifty-fourthousandpoundsgrossweight,theoptionofa
21five-yearregistrationperiod,subjecttothefollowingrequirements:
22 (1)Thefeecollectedatthetimeoffive-yearregistrationshallincludetheannual
23registrationfeeplusaprorataamountfortheadditionalfouryearsofthefive-year
24registration;
25 (2)Presentationofalldocumentationotherwiserequiredbylawforvehicle
26registrationincluding,butnotlimitedto,apersonalpropertytaxreceiptorcertified
27statementfortheprecedingyearthatnosuchtaxesweredueassetforthinsection
28301.025,proofofamotorvehiclesafetyinspectionifapplicable,andproofofinsurance
29asrequiredbysection303.026.
30 3.Thedirectorofrevenuemayprescriberulesandregulationsfortheeffective
31administrationofthissection.Thedirectorisauthorizedtoadoptthoserulesthatare
32reasonableandnecessarytoaccomplishthelimiteddutiesspecificallydelegatedwithinthis
33section.Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatis
34promulgatedpursuanttotheauthoritydelegatedinthissectionshallbecomeeffectiveonlyif
35ithasbeenpromulgatedpursuanttotheprovisionsofchapter536.Thissectionandchapter
36536arenonseverableandifanyofthepowersvestedwiththegeneralassemblypursuantto
37chapter536toreview,todelaytheeffectivedateortodisapproveandannularuleare
38subsequentlyheldunconstitutional,thenthegrantofrulemakingauthorityandanyrule
39proposedoradoptedafterJuly1,2000,shallbeinvalidandvoid.
40 [3.]4.Thedirectorofrevenueshallhavetheauthoritytostaggertheregistration
41periodofmotorvehiclesotherthancommercialmotorvehicleslicensedinexcessoftwelve
42thousandpoundsgrossweight.Oncetheownerofamotorvehiclechoosestheoptionof

44period.
