ThebillrequirestheDepartmentofTransportation tolimitthe textondynamicmessagesignstothefewestnumberofcharacters necessarytoconveyamessage. Thecontentsofthemessageswill generallybelimitedtotrafficconditions,weather,oremergency alertsandwillnotcontaincommercialadvertisements. Thisbillexcludesfromthedefinitionof"outdooradvertising"any outdoorsignorotherdevicethatisattachedtoorpartofthe fencingorwallsofanathleticfieldownedbyaschoolorother 501(c)(3)entity.Suchsignswillnotrequireapermitfromthe Departmentaslongastheintendedaudienceofthesignsisthe patrons,participants,orattendeesofaneventoccurringatthe athleticfield. Thebillwaivesthecurrent$200outdooradvertisingfeeand biennialinspectionfeeforcertainhighwaysignsunderSection 226.550,RSMo,forasigndisplayedbyalandownerwhoalsoisthe permitholderandownsthebusinessadvertisedonthesignifthe businesshasaphysicallocationwithin750feetofthesign. ThisbillrequirestheDepartment,inconsultationwiththeOzark HighlandDistillersGuild,toerectandmaintainmarkingsand informationalsignsdesignatingtheOzarkHighlandsSpiritsRegion, withcoststobepaidbyprivatedonation. ThebillpreventstheDepartmentfromerectinganysigndesignating ahighwaynamedforanypersonwhohasbeenconvictedofthe killingof,ortheattemptedkillingof,alawenforcementofficer orpermitanysignageintheconvictedperson'smemory.Anysuch signinplacepriortoAugust28,2025,willberemoved. ThisbillrequirestheDepartmenttoplacesignsatthecitylimits ofthehometownsofMissouriMedalofHonorrecipients.
