Thisbillrepealscurrentlawthatallowsparentstoprovidea
writtendeclarationofenrollmentforhomeschoolchildrentothe
countyrecorderofdeedsandrequiresschoolstodropfromthe
schoolrollsanystudentwhoseparentprovideswrittennoticethat
theyarenolongergoingtoattendpublicschool,specifiedinthe
bill.
Currently,homeschoolandfamilypacededucation(FPE)education
enforcementandrecordsaresubjecttoreviewonlybythe
prosecutingattorney. Thisbillrequirestheprosecutingattorney
tohaveprobablecausetoreviewtherecords.
Thefollowingisasummaryofthepublictestimonyfromthe
committeehearing. Thetestimonywasbasedontheintroduced
versionofthebill.
PROPONENTS: Supporterssaythatschooldistrictsoftenusethe
voluntaryrequirementfornoticetoforceparentstosubmit
evidenceordocumentationonwheretheirstudentisgoingorwhy
theyareleavingthepublicschool.Schoolswillmakestudents
signadeclarationofhomeschoolenrollmentandthenreportthe
studentsforeducationalneglect. Thereisnoneedforamandatory
letteroranannualupdate.
