Thebillrequirestherecorderofdeedsofeachcountytoprovide noticetoeachpropertyownerofaparcelofrealpropertythata generalwarrantydeedorquitclaimdeedthataffectstheownership oftheparcelhasbeensubmittedforrecording. Therecordermustdelaytherecordingofthedeedforatleastfive workingdaysfromthedateofthedeed'sreceipttoprovidetime fornotificationofthepropertyowner. Therecordermustnotifyeachpropertyownerbyphone,text,fax, oremail,ifthatinformationisknownaboutthepropertyowner. Therecordermustalsosendthenotificationbyfirstclassmailto theaddressofrecordofthepropertyowneroftheparcelinforming themthatthedeedaffectstheownershipinterestintheproperty. Iftheownerofthepropertyprovideswrittenconfirmationthatthe deedislegitimate,thedelayneednolongerbeobservedifithas notfullyexpired. Iftherecorderisnotifiedthatthedeedisfraudulentbyeach propertyownerpriortotheexpirationofthedelayperiod,the recordermustdelayrecordingthedeedforatleasttwoadditional businessdaystoprovidetimeforthepropertyownertoseekan orderfromacourttoprohibittherecordingofthefraudulent deed. Therecordermustnotdelaytherecordingofageneralwarrantyor quitclaimdeedifitwassubmittedbyarealestatebrokerwitha validlicense,orifitwasreviewedbyatitlecompanythatis dulylicensedandhasissuedtitleinsurancetoguarantythe validityofthedeed. Therecorderofdeedsisauthorizedtorejectandreturnageneral warrantyorquitclaimdeedthatisdeemedbytherecordertobe defective,asdefinedinthebill.
