BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter324,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection324.1720,toreadasfollows:
324.1720.1.Asusedinthissection,theterm"politicalsubdivision"meansany
2county,township,city,incorporatedtown,orvillageinthisstate.
3 2.Thegeneralassemblyherebyoccupiesandpreemptstheentirefieldof
4legislationconcerningthepracticeoflicensedprofessionsregulatedunderchapters331,
5332,334,335,336,337,338,and340.Apoliticalsubdivisionispreemptedfrom
6enacting,maintaining,orenforcinganyorder,ordinance,rule,regulation,policy,or
7othersimilarmeasurethatprohibits,restricts,limits,regulates,controls,directs,or
8interfereswiththepracticeofsuchlicensedprofessions.
9 3.Nothinginthissectionshallprecludeorpreemptapoliticalsubdivisionfrom
10exercisingitslawfulauthoritytoregulatezoningorlanduse,toenforceabuildingor
11firecoderegulation,toimposeataxorlicensefeefortheprivilegeofcarryingona
12professiondescribedinsubsection2ofthissectionconsistentwiththelawsregulating
13suchtaxesorlicensefees,ortootherwiseregulateforthegeneralhealth,safety,
14sanitation,andwelfareaslongastheorder,ordinance,rule,regulation,policy,orother
15measuredoesnotinterferewith,restrict,orlimittheabilityofalawfullylicensed
16professionaltoengageinanyactorperformanyprocedurethatfallswithinthe
