Thisbillrequiresanoperatorofasolidwastesanitarylandfill,
solidwastedemolitionlandfill,ortransferstationtocollecta
feeof$0.25pertonacceptedandremitthecharge,lesscollection
costs,totheDepartmentofRevenue. Thefeewillbedepositedin
theStateRoadFundtobeusedbytheDepartmentofTransportation
forhighwaybeautificationpurposes.
BeginningJanuary1,2027,andeachyearthereafteruntilJanuary
1,2030,thefeewillbeincreasedby$0.25.Beginningin2031,
thechargewillbeadjustedannuallybytheConsumerPriceIndex.
Thechargesestablishedinthissectionmustbeenumerated
separatelyfromthedisposalfeechargedbythelandfillandmaybe
passedthroughtopersonswhogeneratedthesolidwaste.
TheDepartmentofRevenuemayexamineorauditfinancialrecords
andlandfillactivityrecordsandmeasurelandfillusagetoverify
thecollectionandtransmittalofthecharges.
Eachpoliticalsubdivisionthatownsanoperationalsolidwaste
disposalareamaydesignateuptotwofreedisposaldayseachyear.
Onafreedisposalday,thepoliticalsubdivisionmayallow
residentsofthepoliticalsubdivisiontodisposeofanysolid
wastefreeofanycharge.Noticeofanyfreedisposaldaymustbe
postedatthesolidwastedisposalareasiteandinatleastone
newspaperinthepoliticalsubdivisionnolaterthan14daysbefore
thefreedisposalday.
Thebillalsospecifiesthatapersonguiltyoffailuretosecurea
loadontoamotorvehicleortrailerinviolationofSection
037.010,RSMo,willbeassessed2pointstowardsthesuspensionof
hisorherlicense.
