Thisbillestablishesthe"MissouriNuclearCleanPowerAct",which
allowscleanbaseloadelectricgeneratingplantsorfacilities
ratedat600megawattsorlessthatutilizecleanbaseloadelectric
generatingplantstoproduceenergynotincommercialoperationas
ofAugust28,2025,tochargeforcostsassociatedwith
constructionworkinprogressbeforethefacilityisoperational.
Beforeanyconstructionbegins,theelectricalcorporationseeking
toincludeconstructionworkinprogress(CWIP)initsratesmust
filewiththePublicServiceCommissionaplandetailingthecosts
andtheplantorecoverthosecoststhroughrates.Thecosts
recoveredbyanelectricalcorporationaresubjecttoinclusionor
exclusioninaratemakingproceedingundertheauthorityofthe
PublicServiceCommission. TheCommissionmayalsoauthorizean
electricalcorporationtochargeforadditionalamortizationto
maintainthecorporation'sfinancialratiosthatwillbetterallow
ittocost-effectivelyconstructacleanbaseloadgeneratingplant.
