ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
50.
Thisbillestablishesthe"MissouriNuclearCleanPowerAct",which
allowscleanbaseloadelectricgeneratingplantsorfacilities
ratedat300megawattsorlessthatutilizecleanbaseloadelectric
generatingplantstoproduceenergynotincommercialoperationas
ofAugust28,2025,toincludeinthecorporation'sratebaseany
amountsrecordedtoconstructionworkinprogress. ThePublic
ServiceCommissionwilldeterminetheamountofconstructionwork
inprogressasspecifiedinthebill.Baseraterecoveriesarising
fromtheinclusionofconstructionworkinprogressinbaserates
aresubjecttorefund.
TheseprovisionswillexpireonDecember31,2035,unlessthe
Commissiondeterminesthatgoodcauseexiststoextendthese
provisionsthroughDecember31,2045.Thesecretaryofthe
CommissionmustnotifytheRevisorofStatutesiftheconditions
fortheextensionhavebeenmet.

versionofthebill.
PROPONENTS: Supporterssaythatwiththeretiringbaseload
generatingplants,additionalcapacityisneededtojustmeetthe
state'scurrentenergyneed,notaccountingforanygrowthin
energydemand.Withoutthisbill,buildingnewbaseloadgeneration
iscostprohibitive.

OPPONENTS: Thosewhoopposethebillsaythatthecurrent
constructionworkinprogressprohibitionwaspassedbythevoters
inthelate1970s.Itisimportantthattheinvestor-owned
utilitiesinvestintheproducttheysupplybeforecharging
ratepayers. Thisbillwouldshiftthefinancialrisktothe
ratepayers. Smallmodularnuclearreactorsarenotproven
technology. Thecurrentutilityratesarelowinthestatebecause
