Thisbillspecifiesthat,anycosmetologistholdingalicenseto
practicecosmetology,includinghairdresser,manicurist,
hairdressingandmanicuring,andestheticians,mayregisterwith
theStateBoardofCosmetologyandBarberExaminersforapersonal
serviceregistrationtoprovideservicestoclientswhoareill,
disabled,orotherwiseunabletotraveltoacosmetology
establishment. Anapplicantforapersonalserviceregistration
mustsubmittotheBoardanapplication,thefeesetbytheBoard,
andacopyoftheapplicant'scosmetologylicense. Anapplicant
forapersonalserviceregistrationcanbedeniediftheapplicant
haspledguiltyorbeenfoundguiltyofanyoftheoffenses
specifiedinthebill.
Apersonalserviceregistrantmustkeephisorherinformation
currentanduptodatewiththeBoardandprovidehisorher
clientsacopyofthepersonalserviceregistrationandlicense
uponrequest.
TheBoardwillhavetheauthorityto:
(1)Inspectthetools,equipment,andimplementsofanypersonal
serviceregistrantonetimeeachyeartoensurethattheregistrant
isfollowingallsanitationstandards;
(2)Inspectthetools,equipment,andimplementsofanypersonal
serviceregistrantifacustomerorclientsubmitsacomplaintto
theBoardabouttheregistrant;and
(3)Revokethepersonalserviceregistrationofaregistrantand
ordisciplinearegistrant'slicenseforanyviolationsetforthin
currentlaworforfailuretofollowtherequirementsofthisbill.
