BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows: SectionA.Sections57.952,57.955,and488.024,RSMo,arerepealedandthreenew 2sectionsenactedinlieuthereof,tobeknownassections57.952,57.955,and488.024,toread 3asfollows: 57.952.1.Thereisherebyauthorizeda"Sheriffs'RetirementFund"whichshallbe 2underthemanagementof[a]theboard[ofdirectors] asdescribedinsection57.958.The 3board[ofdirectors] shallberesponsiblefortheadministrationandtheinvestmentofthefunds 4ofsuchsheriffs'retirementfund.Thegeneralassemblyandthegoverningbodyofacounty 5mayappropriatefundsfordepositinthesheriffs'retirementfund.Ifinsufficientfundsare 6generatedtoprovidethebenefitspayablepursuanttotheprovisionsofsections57.949to 757.997,theboardshallproportionthebenefitsaccordingtothefundsavailable. 8 2.Theboardmayacceptgifts,donations,grants,andbequestsfrompublicorprivate 9sourcestothesheriffs'retirementfund. 10 3.Eachcountyshallmakethepayrolldeductionsformembercontributionsmandated 11undersection57.961,andthecountyshalltransmitsuchmoneystotheboardfordepositinto 12thesheriffs'retirementfund. 57.955.1.Thereshallbeassessedandcollectedasurchargeofthreedollarsinall 2civilactionsfiledinthecourtsofthisstate[andinallcriminalcasesincludingviolationof 3anycountyordinanceoranyviolationofcriminalortrafficlawsofthisstate,including 4infractions,butnosuchsurchargeshallbeassessedwhenthecostsarewaivedoraretobe EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 5paidbythestate,countyormunicipalityorwhenacriminalproceedingorthedefendanthas 6beendismissedbythecourt.Forpurposesofthissection,theterm"countyordinance"shall 7notincludeanyordinanceofthecityofSt.Louis].
